POSITION SUMMARY: The Executive Director of Finance's purpose is to create and execute the strategic vision for the organization's finance functions. The incumbent will lead Johns Hopkins All Children's finance and accounting resources focused on general hospital accounting, grants accounting and foundation accounting, and interconnected processes throughout the hospital system. Working under the direction of the JHACH VP/Chief Financial Officer, and alongside many other contributors and stakeholders, the Executive Director of Finance has strategic oversight in the implementation of Generally Accepted Accounting Principles, identifies opportunities to maximize governmental third-party reimbursement consistent with applicable laws and regulations, ensures the effective and efficient management of cash and investments, and synchronizes the accurate and timely preparation and presentation of financial, regulatory, and other decision-oriented information. The incumbent assists leadership to improve financial processes, develops policies and standard work, plan strategically, and make informed business decisions. Key partners and contributors: JHACH CFO, finance leaders, revenue cycle, managed care, All Children's Research Institute leaders; JH central finance offices (e.g. Controller's Office, Treasury, Tax, Budget Office); JHACH Legal; JHACH Strategy; JH Compliance and Internal Audit; JHACH Foundation & Community Outreach Direct reports: JHACH Finance (general accounting, grants accounting, reimbursement) KEY ACCOUNTABILITIES:
- Strategically directs the development of operational accounting practices, procedures and reports, including the creation and monitoring of effective internal controls to ensure compliance with Generally Accepted Accounting Principles, and in a manner that promotes transparency and insight for stakeholders.
- Develops and implements effective operational policies, procedures, and processes utilized by finance and accounting staff, and other key contributors to support general ledger accuracy in order to guarantee timely completion of financial reporting, and ensures standard work is efficient and defined.
- Ensures effective preparation of monthly, quarterly, and annual reports such as board material, Community Benefit Report, grants reporting, required regulatory reports, and more.
- Assists with month-end actual to budget variance analysis, and identifies key operational transactions and trends so leadership can make informed decisions. Prepares written month-end results summary.
- Develops JHACH reimbursement strategy. Guides the processes, procedures and personnel associated with reimbursement activities to ensure timely and accurate preparation, submission, and settlement of all required cost reports for reimbursement from federal and state programs to maximize reimbursement to the organization consistent with applicable laws and regulations.
- Creates, manages, executes, and maintains all investment management policies and procedures and duties to ensure efficient use and control of cash and invested assets in accordance with Chief Financial Officer and JHACH Finance Committee's objectives.
- Oversees externally-managed accounts and perpetual trusts which benefit JHACH to ensure their assets are invested in accordance with JHACH's Finance Committee/CFO objectives, and confirms the perpetual trust distributions are credited to the correct funds. Works with JHHS Controller's Office to maintain the current market values of the accounts and trusts.
- Maintains, prepares, and timely files Foundation legal documents including yearly tax filings (990), yearly tax exemptions, Foundation officer edits, or any other legal or business documentation which is submitted to the state of Florida or Federal Government on behalf of the Johns Hopkins All Children's Foundation.
- Participates in the creation of business plans to expand or add services, and reviews the financial performance of existing services.
- Leads, trains and mentors finance team members and others across the organization. Establishes goals and objectives in line with the department's strategic vision. Develops career progression and succession plans for team members to promote engagement, operational efficiency, and professional development amongst a diverse workforce.
- Maintains cash flow summary to demonstrate historic and projected performance, including appropriate performance improvement and capital assumptions.
- As appropriate, maintains relationship with external agencies (Florida Hospital Association, Florida Safety Net Association, Myers & Stauffer, etc.). Assesses opportunities to ensure appropriate accountability with various agencies. (e.g. JH Controller, Decision Support, Reimbursement)
- Provides operational financial oversight for related entities, including: ForAllKids, All Children's Community Network, and Joint Ventures.
- Seeks opportunities for continuous improvement. Participates in internal audit projects.
- Consults with the Controller's Office on technical accounting issues and assists with audit requests as necessary.
- Ensures continual compliance with regulatory standards (i.e. TJC, CMS, AHCA, etc.)
QUALIFICATIONS:
- Bachelor's degree in Accounting or Finance, or related field; Master's degree or Certified Public Accountant license preferred
- 10 years of experience in healthcare operations and accounting with 7-8 years of experience in a leadership role, or equivalent responsibility
- Experience managing a budget process for a health system is preferred
- Experience managing finance technology conversions is strongly preferred
- Demonstrated ability to manage multiple processes and responsibilities simultaneously in a highly complex environment required
- Experience managing investment funds/portfolios, including associated State and Federal documents, preferred
- Familiarity with 340B programs, managed care relationships, standard revenue cycle practices, and hospital foundations preferred
- In-depth understanding of Generally Accepted Accounting Principles (GAAP) policies, procedures and controls
- Ability to effectively present complex information to executive leaders and boards of directors
- Ability to develop financial policies and procedures
- Ability to analyze financial data and prepare accurate reports in a timely fashion
- Ability to effective and efficiently utilize relevant technologies (e.g. SAP, ePSI, Kronos, etc.)
Salary Range: Minimum $0.00/hour - Maximum $0.00/hour. Compensation will be commensurate with equity and experience for roles of similar scope and responsibility.
