THE POSITION

The Pennsylvania Public School Employees Retirement System (PSERS) serves over 500,000 active and retired public school employees through its defined benefit and defined contribution plans. The agency has nearly 350 employees who serve in varying capacities including customer service representatives, benefits processers, accountants, investment and information technology professionals. This Human Resource Analyst 2 works independently and performs a variety of professional and administrative duties to support these employees and the HR Office at PSERS. The Office serves as a strategic business partner for all PSERS employees to promote smooth and consistent operations within the agency. DESCRIPTION OF WORK

This position's core purpose and ultimate intention is to support our customers with knowledge, assistance, recommendations, and guidance to ensure a successful partnership with the agency. You will be assisting the agency as a back-up to Financial Disclosure/Code of Conduct filings and other HR tasks identified below and as determined by HR Director. In completing these tasks daily, the analyst serves as a key position within the HR office.

Your responsibilities will include administering the talent acquisition program by working with Executive staff to determine and meet the staffing needs necessary to accomplish organizational goals. This involves fully utilizing all of the options available for recruitment and placement of staff and coordination with the Office of Administration to achieve a diverse and skilled workforce, including coordination of temporary and clerical pool employees. Serving as Worker's Compensation Coordinator is another key aspect of this position in which you will utilize program knowledge to facilitate the analysis and processing of related injury claims; investigate, develop, and maintain documentation to support claims; and collaborate with the Third Party Administrator and agency Safety Coordinator.

Responsibilities will also include assisting other HR Office staff in the completion of daily tasks on an as needed basis based on quantity of work, deadlines, and staff availability. All functions of this position involve analyzing, interpreting policy/procedure, planning, implementing, and coordinating activities related to policy, programs, employees, and positions. Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:30 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Human Resource Analyst 1 or Equal Opportunity Specialist 1 (Commonwealth job titles or equivalent Federal Government job titles, as determined by the Office of Administration); or
  • Two years of analytical experience that includes one year of professional human resource or equal opportunity experience, and a bachelor's degree; or
  • An equivalent combination of experience and training.
