Job Summary

Responsible for managing the administrative operations of a school, OR a medium to large academic department, OR several small departments within a college, OR a medium to large non-academic department. Typically includes all or most of the following functions: IT, facilities, student services, contracts and grants, budgetary financial management and / or human resources. Manages a professional staff, typically large, and / or comprised of professionals in various fields. Assumes accountability for decisions made by subordinates. Performs long and short term planning for function. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.

A significant portion of departmental activity (including research, teaching, training, service and clinical activities) is conducted at the ZSFG site. Key personnel at ZSFG include an average of 33 core departmental faculty members (with about 10 additional providers from other sites involved in clinical care at ZSFG), 26 MSP Associate Physicians, 38 volunteer clinical faculty, 37 research, professional and administrative staff (a number of whom are either direct reports or shared reports to this position), 48 Residents and 3 Non-ACGME Fellows. In addition, medical students rotate through the site and there are on average 10 active administrative and research volunteer staff at all times. The FCM-ZSFG Operations and Finance Manager position provides executive level day-to-day and strategic leadership, planning, program development, and implementation, personnel, administrative, space, and other operations oversight. In addition, s/he is responsible for the stewardship and direct administration of broad spectrum, complex extramural, professional fee, DPH affiliation agreement, sales & service, foundation, clinical affiliation, recharge and other funds ("FUNDS"). These include oversight and management of financial activity and budgets, pay plans, forecasting and financial reports, maintaining internal controls and audit standards.

The FCM-ZSFG Operations and Finance Manager reports to the Chief of Service and the Department Associate Chair of Administration and Finance. On a daily basis, the incumbent is also accountable to, and collaborates with, the SOM Associate Dean's Office at ZSFG, the ZSFG-Department of Public Health (DPH) executive leadership and other DPH affiliates on strategic, financial, regulatory, and clinical matters. The position is one of two non-faculty leaders in the department who are members of the FCM Executive Council, which addresses FCM wide policy, financial, and operational matters. In partnership with department clinical leadership, the incumbent directs dynamic and flexible clinical services in a highly regulated healthcare marketplace.

The FCM-ZSFG Operations and Finance Manager partners with the Medical Directors of the Family Health Center, Family Medicine Inpatient Service, Urgent Care Center, and Skilled Nursing Facility, and works as a primary interface and authority on site between UCSF and ZSFG in clinical operations for the Family Health Center (the largest provider of primary care services in the DPH San Francisco Health Network), Urgent Care Center (a hospital wide service), Family Medicine Inpatient Service (a hospital wide service) and the Skilled Nursing Facility (a hospital wide service). S/he is expected to foster efficient, customer-focused clinical services while administratively integrating the university goals of teaching and research with the ZSFG mission to serve historically marginalized and under-resourced, indigent, uninsured, or underinsured populations. The incumbent is responsible for providing the administrative and financial support systems and processes critical for effectively and efficiently delivered patient-focused health care.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $143,900 - $215,800 (Annual Rate).

Department Description

The Department of Family & Community Medicine (DFCM) is engaged in research, teaching, training, service and clinical activities located at seven primary UCSF and leased sites in San Francisco (Parnassus, ZSFG - Buildings 80, 90, 20 and the Main Hospital, Mission Center Building, Laurel Heights, Mission Hall, Lakeshore, Lakeside) as well as the OSHER center, Women's Health and the UCSF Primary Care Practices at China Basin and Laurel Village and at various local community, national and international research/service/education training and clinical sites. In addition to the Department's Family Medicine Residency Program located at ZSFG, the Department has affiliated residency programs in Fresno, Salinas, Santa Rosa, Kaiser Vallejo, Santa Rosa, and Contra Costa Health Systems. Authority and accountability for the Department reside with the Department Chair who delegates authority to Vice Chairs, the Executive Council, Directors and Chiefs of Service and their Administrators and the Department Associate Chair of Administration and Finance.

Required Qualifications


  • Bachelor's degree in related area and /or equivalent experience / training
  • Minimum of 5 years progressive experience with multi-million dollar budgets and asset management in an academic, nonprofit, government, and/or health care setting.
  • Minimum of 5 years academic, non-profit, government, and/or medical center setting direct experience managing and developing programs and service delivery modalities for underserved populations.
  • Broad knowledge of the organization's processes, protocols and procedures with a focus on budget, account and fund management and / or personnel management under labor contract(s) and personnel policy.
  • Broad knowledge of financial analysis and management, forecasting, and reporting techniques; human resources and risk management planning; and / or accounting and payroll.
  • Strong verbal and written communication skills; ability to influence / persuade all levels of staff.
  • Skills in organization and customer service to effectively manage multiple important priorities. Proven ability to organize department work functions in an efficient and effective manner.
  • Skills to work collaboratively with other locations.
  • Proven skills to quickly evaluate complex issues and identify multiple options for resolution.
  • Demonstrated management and conflict resolution skills to effectively lead and motivate others.
  • Skills in organization and customer service to effectively manage multiple important priorities
  • Demonstrated ability to work and communicate effectively with PI's, project staff, business services and other departments or campus offices including skill in guiding, advising and resolving issues focused on positive collaboration and forward-thinking outcomes.
  • Advanced Excel skills and demonstrated ability to generate accurate budgets, budget status reports, and other financial reports. PowerPoint preparation skills and presentation of fiscal materials in front of audience.

Preferred Qualifications


  • Master's degree in public health, business or public administration
  • Minimum of 7 years increasing executive managerial experience in health care administration in complex settings (preferably a substantial portion in academic setting).
  • Broad knowledge of common organization-specific and other computer application programs
  • Familiarity with policies and programmatic guidelines for ACGME training programs and associated funding, institutional guidelines on salary setting for trainees, stipend payments and the appointment process for all trainees (residents, fellows, and non-ACGME fellows).
  • Familiarity with campus and university on-line systems, federal and staff funding agency requirements, state and federal human resource regulations, space and equipment inventory rules and regulations, campus internal audit rules and regulations, the campus business and finance bulletin, academic personnel manual, school and department clinical compensation plan, clinical practice rules and regulations, campus expenditure rules and regulations.
  • Strong working knowledge of campus and system-wide policies, practices, procedures and contacts.
  • Due to the location at ZSFG, must be knowledgeable about the DPH affiliation agreement and SF City and County contracts, policies and practices.
