Job Summary

Pay Rate
This classification has moved to a salary step structure as of January 1, 2025. Individuals hired into the classification will typically be appointed at Step 1 of the salary range. They will advance to Step 2 after working in the position for six (6) months, to Step 3 after working in the position for twelve (12) months, and to Steps 4 and 5 at one (1)-year intervals thereafter. Each salary step progression will provide a 5% increase to the employee's base salary until Step 5 is reached. The salary range for the Principal Financial Analyst is $136,156.80 - $165,505.60 (AFSCME Grade A17).


Starting negotiable annual salary will be $136,156.80/annually (Step 1), commensurate with experience and education.

The Procurement Department is responsible for processing formal and informal bid solicitations for construction, service agreements, materials, supplies, and other financial commitments in a manner consistent with the policies and procedures as defined in the BART's Procurement Manual, State, and Federal laws. The Professional Service Agreements (PSA) Team is a division within Procurement.

PSA's mission is to coordinate and identify professional and technical resources for the District to achieve project delivery in the timeliest, compliant, and cost-effective way. Working closely with Infrastructure Development and contracted planning, environmental, architectural, general engineering and construction management firms, PSA ensures selection of the best available teams to complete capital project scope from the team's role as fiduciary of public funds.

The Principal Financial Analyst will be an integral member of the Professional Service Agreements Team performing principal-level financial and contracting tasks to facilitate the use of on-call Architectural and Engineering contracts to complete capital projects throughout the BART system. The selected candidate will be administering complex professional service agreements; supervising the work of (2) Financial Analyst IIs, under the guidance of the Senior Manager, including assigning work, overseeing output and evaluation; supporting process improvement activities.

Key responsibilities for this position include identifying and resolving complex contract, financial, and budgetary issues around utilization of service agreements for capital projects, which require strong execution and analytic abilities, including:

  • Working independently and defining workload;
  • Taking the initiative, including introduction and support of changes to processes and procedures;
  • Identifying and understanding issues, problems and opportunities; and devising appropriate solutions;
  • Experience with PeopleSoft, SharePoint, or other relational database financial systems, including data entry, reporting, query design, and model development/modification;
  • Experience executing government contracts and administering their use.

Selection Process

Examples of Duties

  1. Establishes schedules and methods for providing financial analysis services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.

  2. Participates in the development of policies and procedures; monitors work activities to ensure compliance with established policies and procedures; makes recommendations for changes and improvements to existing standards and procedures.
  3. Recommends and assists in the implementation of goals and objectives; implements approved policies and procedures.
  4. Conducts complex financial and management studies to evaluate District system performance and operating efficiency; prepares and presents study findings and recommendations; implements recommendations and provides assistance to District departments in assessing performance against stated objectives.
  5. Performs the most technical and complex tasks of the work unit including specialized analyses and studies related to the District's budgeting, financial control and management analysis functions.
  6. Provides financial oversight on assigned projects; identifies funding sources; projects cash flow requirements; maintains budgetary records for proposed projects; compiles actual project costs; performs financial, statistical and comparative analysis of actual and budgeted costs.
  7. Participates in the preparation and administration of District-wide budgets; compiles and analyzes budget data; coordinates activities within other divisions and departments.
  8. Analyzes contract provisions and change orders related to approved cost of work and budget allocations; analyzes and reports cost variances; ensures that cost control methods are implemented and applied to program objectives.
  9. Develops and recommends improvements to computerized financial management system.
  10. Participates in the selection of assigned staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures.

  11. Prepares analytical and statistical reports on operations and activities.
  12. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of financial analysis and program management.
  13. May plan, prioritize, assign, supervise, review and participate in the work of staff responsible for complex financial, statistical and project control analysis in assigned area.

Minimum Qualifications

Education:
ABachelor'sdegreeinbusinessadministration,accounting,economicsoracloselyrelatedfieldfromanaccredited collegeoruniversity.

Experience:
Four (4) years of (full-time equivalent) verifiable professional budgetary, financial or management analysis experience.

Substitution:
Additional professional experience as outlined above may be substituted for the education on a year-for-year basis. A college degree is preferred.
