Purpose of Position

The Manager, Regulatory Affairs (MRA) is responsible for monitoring and influencing National Aviation Authority (NAA) regulations and guiding NAA regulatory compliance within their assigned functional area(s) through participating in and leading industry working groups, maintaining expert knowledge of corporate and regulatory standards and practices, the guidelines of ISO 9001 and use of FlightSafety's Quality/Safety Management Systems (QMS/SMS).

As Directed, provide supervisory support and leadership of one (1) or more functional area(s) and teammate(s).

Tasks and Responsibilities
  • Serve as the primary POC between FlightSafety and National Aviation Authorities (NAA) Approved Training Organization and Flight Crew Licensing Departments with respect to pilot training regulatory compliance.
  • Serve as primary point-of-contact (POC) for FlightSafety Learning Centers with respect to regulatory compliance issues or questions. Thoroughly research and respond to regulatory inquiries from training centers, operations, and senior leadership.
  • Provide input and suggestions to the Asst. Director, Regulatory Affairs with respect to improving Learning Center regulatory compliance and/or preventing non-compliance.
  • Assist in the development of, and the conduct of, employee training programs To ensure training centers are alerted to all regulatory changes impacting the customer training.
  • Coordinate regulatory changes with other MRAs and Regional Directors of Training Operations (RDTOs) to ensure company-wide standardization.
  • Conduct Learning Center "Assistance Visits" to mentor regulatory compliance.
  • Represent Regulatory Affairs as a stakeholder for training center, facilities, courseware, business systems and operations projects. Meet deadlines and complete assignments as directed by the project lead. (e.g. simulator modification, new course implementation, initial cadre, new facility location.)
  • As directed, participate in the development, management, negotiation and approvals of regulatory documents for Approved Training Organization (ATO) and Memorandum of Understanding (MOU) agreements, pilot training approval documents, aircraft curriculums, instructor & specialty curriculum approvals, exemptions, waivers for training, simulator, instructors, examiners and training curriculums.
  • As directed, maintain diligent oversight of FlightSafety's Training Approvals to comply with NAA requirements. Effectively communicate changes to training center management and promptly respond to amendment requests.
  • Coordinate with Operations business units for development, training, and implementation of policy changes.
  • Complete assigned Regulatory Affairs administrative tasks and activities as required.
  • As directed, assist Sales as FlightSafety's regulatory POC for Commercial Operators who need to obtain NAA approvals. Assist with pilot training program development, modification, approvals, and customer concerns as required.
  • Participate in ICAO and NAA Aviation Rulemaking and Advisory Committees as well as industry working groups as directed.
  • Identify need for and issue applicable training program(s) for customers, inclusive of corporate, civilian and military customers.
Minimum Education

Bachelor's degree

Minimum Experience

Two (2) years' experience in aviation training management or equivalent.Documented previous minimum experience within a FlightSafety International Learning Center of one to two (1-2) years at the Program Manager level; OR four (4) years minimum experience in similar positions within corporate/charter/airline or military organizations is required. One to two (1-2) years' experience as a ground school or flight simulator instructor.One to two (1-2) years operating experience under 135 or 121 regulations.

Knowledge, Skills, Abilities
  • Fluency in English, through both verbal and written communications; able to speak, understand, read and write.
  • Excellent verbal and written communication skills.
  • Excellent organizational skills.
  • Knowledge of classroom, flight simulator and aircraft training techniques and procedures.
  • Able to work unsupervised, as needed.
  • Type/keyboard (computer user with minimum typing/keyboarding skills), preferred.
  • Ability to adapt to changing schedules and high-pressure situations.
  • Ability to interact with various levels of management in a professional manner
Physical Demands and Work Environment

While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee may be required to stand; walk; sit; climb or balance; and stoop, kneel, crouch, or crawl. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. The employee must regularly lift and/or move up to 10 pounds, and frequently lift and/or move up to 25 pounds. The noise level in the work environment is usually moderate.
