JOB SUMMARY

The Field Safety Officer will play a vital leadership role within OASIS's Infrastructure Asset Maintenance (IAM) practice. Reporting directly to the Chief Project Engineer, this position will concentrate on guiding and empowering teams in field environments to achieve safety and operational excellence.

DUTIES AND RESPONSIBILITIES

As part of the Project Staff, the Field Safety Officer (FSO) will be responsible for developing and implementing the project safety and training program to assist in the successful execution of transportation asset maintenance projects. S/he will lead the project's safety culture and train employees in proper operational safety practices. The Safety Officer ensures that employees follow health and safety regulations and supervises operations to promote the wellbeing of the team. His/her duties include using safety research to create policies that eliminate workplace hazards, documenting accidents in the workplace and investigating the circumstances of an illness or injury. The Safety Officer is expected to gain a thorough understanding of Highway Maintenance and Landscape work operations. This position must not only work well with others under both direct and indirect supervision but must require the same of others. A high attention to detail is essential in this role.

The Field Safety Officer must maintain an active presence in the South Florida region, to include support of projects in Miami, West Palm Beach, Pompano Beach, Jensen Beach, and Belle Glade. This role requires 75% of the time in the field and mobile office, and 25% in a physical office with the use of an assigned take-home company vehicle for work purposes.

  • Perform site inspections and audits of the workplace, equipment, and work processes throughout the South Florida region to ensure staff are following all PPE requirements, OSHA compliance, and company policies and procedures.
  • Perform facility inspections to ensure compliance with fire codes and related regulations.
  • Monitor the removal of biological, physical or chemical hazards from the workplace.
  • Provide safety training for employees on policies, regulations and procedures, and education on proper use of safety equipment
  • Advise the company's administrative team on safety issues and compliance on specific projects and operations.
  • Inspect and verify company compliance with relevant safety regulations.
  • Maintain accurate and current records in accordance with guidelines.
  • Analyze incident reports, metrics, and injury case studies to institute changes that lead to a safer environment.
  • Perform daily safety checks on field staff to ensure job safety and PPE requirements are met.
  • Perform spot / pop-up inspections to address specific and isolated concerns.
  • Provide support for incident response and emergencies.
  • Provide suggestions to project leadership related to equipment need or replacement.
  • When issues arise, be engaged in determining and offering possible solutions and provide/conduct training on various tasks (bridges, structures, lighting, ESU, MRP, etc.).
  • Gain working knowledge of various highway maintenance equipment, such as, but not limited to, tractors, dozers, loaders, trucks, and graders, performing highway maintenance duties; material usage in the field and crew operations; quantity records and supply usage.
  • Plan, direct, and supervise the work of employees.
  • Access road conditions, hazards, and surface deterioration to determine the need for repair or corrective action.
  • Objectively evaluate facts, situations, and circumstances.
  • Analyze Maintenance Rating Program (MRP) reports of road conditions, hazards, and surface deterioration to determine the need for repair or corrective action.
  • Plan, prepare, and monitor budget expenditures to ensure a complete and efficient highway maintenance program.
  • Establish program objectives or performance goals and assess progress toward their achievement.
  • Perform other duties as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of OSHA standards, EPA standards, and construction or maintenance operation activities
  • Knowledge of source materials and guidelines that can be used to resolve problems encountered that are not covered by precedent action.
  • Knowledge of the federal, state, and departmental regulations applicable to the work, such as the proper use of safety equipment (i.e., shoes, hard hats, goggles, etc.), equipment operation, and materials handling.
  • Knowledge of the occupational hazards and safety precautions applicable to the work.
  • Ability to work outdoors in all types of weather conditions, including low and high temperatures or rain.
  • Ability to drive company vehicles safely and conscientiously.
  • Ability to climb, kneel, crouch, crawl, stoop, and twist, ascend ladders, and perform duties using appropriate tools and equipment within safety standards.
  • Ability to walk over uneven ground and navigate natural areas safely.
  • Ability to lift up to 50 lbs. and carry up to 25 lbs. regularly.
  • Ability to walk, stand, or sit for extended periods of time.
  • Ability to accurately perform mathematical calculations.
  • Ability to operate computers and/or other electronic devices and use programs/applications to conduct business.
  • Ability to understand and follow verbal and written directions/instructions given in English.
  • Ability to display high standards of ethical conduct and refrain from dishonest behavior.
  • Ability to explain technical concepts in easy-to-understand terms.
  • Works and communicates with all clients and customers, providing polite, quality professional service.
  • Ability to display a high level of initiative, effort, attention to detail, and commitment by completing assignments efficiently with minimal supervision.
  • Follows policy, cooperates with supervisors, and aligns behavior with the goals of the organization.
  • Ability to work weekends, evenings, holidays, and "on-call" responsibilities and flexible hours when necessary.
  • Extensive experience with the organizational structure, functions, procedures, and applicable regulatory requirements of the Department of Transportation and contract documents.
  • Knowledge of the standard methods, materials, tools, and equipment used in highway maintenance.
  • Knowledge of elementary engineering principles and practices involved in highway maintenance operations.
  • Knowledge of the effects weather conditions have on road surfaces (i.e., expansion, contraction, deterioration, erosion, etc.) and the extent to which these conditions affect the safe movement of traffic.
  • Knowledge of rules and regulations about the proper placement of signs and placards within and along the highway right of way.

REQUIRED QUALIFICATIONS, EXPERIENCE, AND EDUCATION

  • 23+ years of age (due to insurance coverage requirement to drive company vehicles)
  • High School Diploma or GED / equivalent
  • Ability to effectively communicate with managers and coworkers in both English and Spanish (Bilingual)
  • Possess and maintain an active and valid Florida Driver's License with no restrictions
  • Must be authorized to work in the US or will be authorized by the successful candidate's start date
  • Successful results of pre-employment screenings, including federal background check, MVR (Motor Vehicle Record), and drug screen
  • Ability to pass a DOT physical and obtain a medical certification
  • Willingness to work multiple shifts and varying hours, including nights, weekends, and overtime
  • Willing to travel as needed for project requirements and able to collaborate with project teams while working in the field.
  • Ability to work along local roadways, interstates, and/or highways with commuter traffic passing by at varying rates of speed
  • Ability to adhere to on-call schedule and emergency call backs as necessary, remaining calm and making sound decisions in the event of stressful emergencies.
  • 2+ (two) years of documented safety experience leading a safety program at a project level. Fields in transportation construction, engineering, or maintenance, are highly desirable.
  • Experience as an operations supervisor or crew foreman with oversight of field safety operations may be substituted for the full-time safety experience.
  • Obtain Advanced MOT, OSHA 30-Hour, and 40-Hour HAZWOPER Certifications within the first 90 days of employment (paid for by Oasis IAM) if not already certified.
  • Completion of the following courses within the first 30 days of employment: Basic and Intermediate Work Zone Traffic Control, NIMS 100, 200, 300, 400, 700, 800, and the DOT Level 1 Incident Commander Training.
  • Proficient in MS Office; knowledge of safety management software a plus
  • Have a diverse skillset and ability to motivate teams, engage with project team leaders, and serve as a safety point of contact.
  • Understand and abide by ethical behavior and integrity standards, per Oasis's Code of Business Conduct.

PREFERRED QUALIFICATIONS

  • Bachelor's Degree (any field acceptable)
  • Experience in highway or roadway operations or maintenance
  • Experience supporting DOT (Department of Transportation) projects and similar clients
  • Advanced MOT (Maintenance of Traffic) Certification
  • OSHA 30-Hour Safety Certification
  • 40-Hour HAZWOPER Certification
  • TIM's Certification
  • Competency Certifications (First Aid, CPR. Etc.)
  • Familiarity with Geotab or Samsara software systems
  • Ability to drive equipment with manual transmission and clutch
  • Knowledge of the DOT Protection Manual (DOTPM), Occupational Safety and Health Administration (OSHA) regulations, DOT Safety and Health (DOTSH) regulations, incident management, severe weather management and response, major and minor crashes, hazardous and non-hazardous materials spills, and any other related activities.

LOCATION

The position will commute throughout the project areas in South Florida. This includes the cities of and around Miami Lakes, West Palm Beach, Pompano Beach, Jensen Beach, and Belle Glade.

COMPENSATION

Expected Salary: $60k - $90k annually

Normal hours of work are 7:00 am to 5:00 pm. At times, the Safety Officer may be required to work after hours for incident response (emergencies).
