About the Position

The Maricopa County Recorder's Office (MCRO) is seeking an experienced IT Project Manager to lead and coordinate complex technology initiatives. This role oversees Agile software development projects, including in-house .NET application development, and manages external contractors, vendors, and service providers.

You'll ensure projects are completed on time, within budget, and to quality standards, delivering solutions that support vital public services, including elections and records management

The Maricopa County Recorder's Office (MCRO) is responsible for maintaining the Maricopa County voter registration records and for administering over elections in partnership with the Maricopa County Board of Supervisors. The MCRO also maintains the permanent public record of over 50 million documents dating back to 1871, including deeds, plat maps, and a variety of other important documents. Our office serves over 2.5 million registered voters as well as 4.4 million residents across Maricopa County. We Require

  • Three years of IT project management or IT business analysis experience, including full project lifecycle

  • Bachelor's degree in Computer Science, Business Administration, Project Management or a related field

  • A combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis

We Also Value

  • Experience managing Agile application development

  • Familiarity with Microsoft Azure, DevOps, .Net

  • Understanding of budgeting and data systems

  • Proficiency with Microsoft Office Suite and other productivity tools

  • Experience with containers (e.g., Docker, Kubernetes)

  • Good communication skills

Job Contributions

  • Manage and oversee medium to large-scale IT and software development projects

  • Lead the successful implementation of technology solutions for the Recorder's Office

  • Develop and manage project scope, cost, schedule, staffing, contractors, and vendors

  • Review and prepare project proposals, plans, charters, and timelines

  • Conduct quality reviews and monitor project milestones, adjusting schedules as needed

  • Determine resource allocations and track task progress to completion

  • Oversee the work of consultants and vendors supporting project activities

  • Develop and manage risk and issue management plans; actively mitigate and resolve issues

  • Coordinate work between internal staff and external partners

  • Provide regular reports to executive leadership, project teams, and stakeholders

  • Escalate and resolve issues in a timely manner to avoid delays or quality issues

  • Conduct post-project reviews to identify lessons learned and process improvements

  • Ensure compliance with change control and quality management standards

  • Notify management of policy exceptions or changes in a timely and professional manner

  • Facilitate meetings with project stakeholders, internal teams, and external contractors

  • Create and execute effective communication plans for each managed project

Working Conditions

  • Will be exposed to long hours of sitting and using a computer.

  • Must have manual dexterity of hands and body to operate office equipment; must be able to lift/carry up to 50 pounds with or without the assistance of a cart or device

  • Must be able to manage frequent interruptions, time pressures, high work volumes, and multiple tasks

  • Must be able to work closely with other team members to complete assigned tasks

  • Must constantly maintain ethical behavior and professional demeanor

  • Evenings and some weekend work will be required

  • During election cycles, extensive overtime is required
