POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

Alutiiq Career Ventures, LLC a subsidiary of Alutiiq, LLC has a potential opportunity for aProgram Managerin the Colorado Springs, CO area supporting Mission Delta 31 Spacecrew Program Training Support. The Program Manager servesas overall lead and single point of contact for contract execution supporting Mission Delta 31 Training Support. Responsible for managing personnel, coordinating all activities across multiple PWS tasks, ensuring contractual performance, and government leadership interfacing. Leads strategy, staffing, scheduling, and deliverables.


This opportunity is for a POTENTIAL CONTRACT award and is contingent upon the contract being awarded. Consideration for a potential contract may require a signed letter of intent. If the contract is awarded, another position posting will be available on the Company Careers portal.



  • Serve as the primary interface with the Contracting Officer (CO), Contracting Officer's Representative (COR), and Mission Delta 31 leadership to ensure all contract deliverables and performance requirements are met.
  • Oversee day-to-day execution of all training, evaluation, scheduling, and courseware development activities.
  • Exercises full supervisory authority over contractor personnel, including oversight of staffing actions, performance reviews, and disciplinary recommendations.
  • Lead transition and phase-in/phase-out operations, ensuring continuity of mission support.
  • Provide strategic oversight of personnel and resources, lead risk management efforts, and ensure timely submission of all contract deliverables.
  • Chair weekly program status reviews and deliver performance updates to the Government.
  • Oversee manpower reporting in SAM.gov and service contract compliance.
  • Ensure adherence to OPSEC, CU-I, DD254 security protocols, and participation in Government technical exchanges.
  • Manage Corrective Action Requests responses and root cause analysis for performance deficiencie.
  • Provide oversight to ensure contractor personnel do not perform inherently governmental functions; conduct initial and recurring training on FAR 7.5 restrictions and maintain awareness across all staff roles.
  • Notify the CO and COR of all anticipated personnel departures or staffing gaps within three business days; include vacancy dates, replacement timelines, and continuity actions.
  • Review, approve, and submit all contractor telework requests to the COR in accordance with PWS requirements; ensure compliance with core hours, DD254 restrictions, and contractor policies.
  • Collaborate with the Training Data & Systems Analyst to review and submit training metrics to higher headquarters in response to formal and ad-hoc data calls.
  • Ensure all contractor personnel clearly identify themselves as "Contractors" in all professional communications, including email signatures, meeting participation, and official documents; enforce compliance with contractor badging and representation standards.
  • Review and approve requests for the use of proprietary software or data in contract performance; obtain Government approval where required and maintain compliance with data rights and retention policies, including DFARS 252.227-7032.


Payrate:$158,205 to $178,609 Annually

REQUIRED QUALIFICATIONS AND EXPERIENCE:

Relevant Experience:



  • 10+ years of experience managing Department of Defense or Intelligence Community training programs or operations support contracts.
  • Bachelor's degree in business, Management, Operations Research, or a related field.
  • Prior experience supporting USAF or USSF operational units, with familiarity in space operations or cyber/electromagnetic warfare environments.
  • Demonstrated success managing multi-functional teams and subcontractors on firm-fixed-price or T&M contracts.
  • Experience managing TS/SCI-cleared personnel in high-visibility operational environments.
  • Pursuant to the Government Contract, you must be a U.S. Citizen.
  • Program Management Professional (PMP) certification or equivalent program management credential.
  • Active Top Secret/Sensitive Compartmented Information (TS/SCI) clearance with eligibility for access to Special Access Programs.
  • Proficiency with Microsoft Teams, SharePoint, Outlook, and AFNet tools.
  • Familiarity with AFI13-602 series and PNT/GPS operations is preferred.
