Program Manager for Adult Education

This position is a grant-funded, on-campus, full-time, 12-month appointment based in Champaign, Illinois covered by the Professional Support Staff (PSS) Union with an annual salary of $56,763.20.

The Program Manager for Adult Education assists in the implementation and achievement of goals for the Workforce Innovation and Opportunity Act (WIOA) program targeted at Adult Education students. The person in this position will focus on developing, maintaining, and providing quality programs and services to engage out-of-school youth, individuals pursuing their High School Equivalency, and English language learners, and support their access to post-secondary education and training.

Essential Job Functions:

  • Coordinate and conduct intake and orientation processes for Workforce Innovation and Opportunity Act (WIOA) and Adult Education students.
  • Assist with implementation of a youth-centered, strength-based model of practice.
  • Establish relationships with American Job Center (AJC) and community partner agencies to recruit potential students.
  • Plan, develop, and implement work-based learning opportunities for Out of School Youth.
  • Develop partnership with local employers for job shadowing, job mentoring and internship opportunities
  • Assists students in the creation of college transition plans and provides appropriate interventions as necessary to ensure student success, retention and completion.
  • Conduct follow up and retention of WIOA and Adult Education students.
  • Track local required data elements.
  • Submit monthly case notes and required documentation for WIOA participants.
  • Ensure student and programmatic files are maintained in compliance with grant guidelines.
  • Coordinate instructional programming with adult education faculty.
  • Participate in professional development including required meetings of the adult education department.
  • Other duties as assigned.

Minimum Requirements:

  • Master's degree in a related field and two (2) years of experience; OR a Bachelor's degree in a related field and three (3) years of experience; OR an equivalent combination of education and related work experience.
  • Strong background or demonstrable, high-level competence with the programs offered in Adult Education.
  • Ability to independently and collaboratively research, develop, and implement plans.
  • Excellent interpersonal and communication skills, both written and verbal, including speaking in front of large and small groups, ability to listen effectively and respond accordingly.
  • Proficiency with Microsoft Office or 360 and the ability to learn the Parkland information system, including new computer programs as technology changes.
  • Successfully complete a criminal background check with fingerprinting.
  • In an effort to comply with SURS return-to-work restrictions for employers (40 ILCS 5/15-139.5), candidates for employment at Parkland College must either not be a SURS annuitant or must be willing to suspend his/her SURS annuity upon employment. This applies to all SURS annuitants except those receiving their annuity under either the Self-Managed Plan (SMP) or by lump sum payment.
