Job Overview
The Human Resources Manager/Assistant Facility Security Officer manages the functions of the site human resources office including but not limited to the development, implementation, and coordination of HR procedures and activities such as, staffing, labor relations, employee relations, and wage/salary and benefits administration. Works as a liaison with Chugach Corporate Industrial Security Department in all matters related to the Industrial Security Program and employees requiring Personnel Security Clearances (PCLs). Responsible for adhering to the functions and activities of the Industrial Security Program as outlined in the NISPOM, replaced by Federal Rule 32 CF Part 117, and as directed by Chugach Corporate Industrial Security Department in accordance with established policies. This key staff position is critical to the effective deployment of, and adherence to both HR and personnel security policies and practices and their associated cultures throughout the organization. Responsibilities
Essential Duties & Job Functions:
Human Resources
- Administers CGS, LLC HR programs, policies, and procedures.
- Provides proactive HR support and counsel to management team while following established policies and procedures.
- Provides guidance to employees and management team on a variety of sensitive employee relations problems.
- Administers the recruitment process following CGS, LLC hiring procedures and policies.
- Conducts exit interviews, gleaning actionable information and up-channeling same.
- Research data on area wages for recruitment and conformance processes.
- Assists Managers and Supervisors with, and tracks, the employee performance review process.
- Conducts new-employee orientation and ensures all paperwork and files are completed in a timely manner.
- Ensures all HR-related files are maintained according to corporate policy and applicable government regulations.
- Coordinates and tracks employee training. May conduct or assist in conducting routine annual training classes.
- Prepares monthly, quarterly, and annual human resources and labor relations reports as needed.
- Stays abreast of HR best practices and regulations that affect government contractors.
- Exercises high degree of initiative, tact and judgment in the application and interpretation of policies and procedures and collective bargaining agreement(s).
Assistant Facility Security Officer:
- Performs Industrial Security responsibilities in coordination with the Corporate Industrial Security Department. These duties included, but are not limited to:
- Serves as a first point of contact for Industrial Security-related issues at the project site.
- Prepares and coordinates processing of paperwork for all employees requiring Common Access Cards (CACs) and other clearance badges/paperwork.
- Coordinates with employees for eAPP entry of SF86 and Continuous Vetting (CV) process.
- Maintains all security clearance records and documents (electronic or hard copy) for Chugach cleared employees.
- Provide incident reports and foreign travel reporting according to SEAD 3 reporting guidelines.
- Provides investigation assistance and reports security violations and adverse information reports to the Corporate Industrial Security Department.
- At the behest of Corporate Industrial Security, conduct self-inspections and review of all security processes to ensure compliance.
- Facilitates Industrial Security training, OPSEC (Operations Security), and all other required awareness training for all project site personnel.
- Interfaces and provides support with project site subcontractors, as required.
- Ensures implementation and adherence to all policies, procedures, and practices outlined by the customer, Department of Defense (DoD), and 32 CFR Part 117, NISPOM Rule.
- Assists employees and visitors with access questions or issues.
- Performs other related duties as assigned.
Accountable For:

- Knowledge of commonly used HR concepts, practices, and procedures and relevant government labor laws and regulations.
- Knowledge of wage and salary administration programs, labor relations, employee relations, benefits administration, training and development programs, and current employment laws.
- Excellent communication skills, both oral and written.
- Skill in the use of MS Word and Excel at the intermediate or higher level.
- Ability to communicate effectively in the English language, spoken and written, to provide clear and precise instruction and/or to assist others in need of clarification/explanation.
- Ability to interact with people, especially those in distress, in a professional and courteous manner.
- Ability to exercise independent judgment and handle confidential information, displaying discretion in protecting Chugach proprietary information and confidential/sensitive personal information contained in Industrial Security files.

Job Requirements
Mandatory:
- Bachelor's degree or higher in Human Resources Management or related degree.
- OR minimum three (3) years' HR Generalist experience supporting a business application with more than 20 employees.
- Ability to successfully complete DSS security training (independent study correspondence courses and in-person training), as required.
- Ability to use Microsoft Office programs (Word, Excel, PowerPoint) at an intermediate level.
- Valid state Driver's License with acceptable driving record.
- Ability to obtain/maintain Interim/Final Secret Clearance.
- Able to pass a pre-employment background check and drug test.
- U.S. Citizenship.
Preferred
- Current Secret Clearance.
- Certified HR professional.
- Minimum of one (1) year of experience in Industrial Security in accordance with the NISPOM.
- Minimum of two (2) years' experience with Labor Relations.
- Experience working on a government support contract.
- Experience working in a Union environment.
- Experience performing primary HR-related duties for an organization of 50+ employees.
- Experience with Industrial Security contractor operations at Fort Greely, AK.
- Familiarity with Government regulations such as Federal Acquisition Regulations, DFARs, etc.
- Experience in writing correspondence, technical text, procedures, and processes, and editing text prepared by others. Must possess excellent grammar and writing skills.
- Knowledge of government contracting terminology and procedures.
- Demonstrated ability to effectively operate in a position of trust.
Working Conditions:
- This position is primarily performed in an office setting using standard office equipment (desk, computer, phone, printer, copier, etc.). Work may require occasional weekend work, evening work and travel.
Physical Requirements:
- Work requires the ability to operate a computer and work in a standard office environment, effectively communicate information in verbal and written form, read and review information and charts, perform analytical thinking skills, use sound judgement, and travel via vehicle and plane.
