Job Description
CSCI is seeking a highly skilled Software Developer to support the modernization of a critical federal legacy system. This role will support a multi-phase initiative to consolidate multiple legacy systems into a unified, cloud-native platform using Agile and DevSecOps methodologies. You'll be instrumental in designing, developing, testing, and deploying secure, scalable, and compliant software solutions.
Responsibilities
- Collaborate with cross-functional Agile teams to design and implement software modules using Java and Oracle technologies
- Participate in all Agile ceremonies including sprint planning, backlog refinement, daily stand-ups, and retrospectives
- Develop and maintain secure, efficient, and maintainable code in accordance with federal cybersecurity standards and Zero Trust principles
- Support DevSecOps pipeline integration using tools such as GitLab, Jenkins, Selenium, JUnit, and Fortify
- Assist in database schema design, data migration, and incremental deployment using ETL tools
- Implement role-based access controls and support Identity, Credential, and Access Management (ICAM) integration
- Conduct unit, regression, and security testing; document results and support release testing strategies
- Collaborate with client stakeholders to ensure compliance with NIST SP 800-53, FedRAMP, FISMA, and other federal cybersecurity requirements
- Support the development of Authority to Operate (ATO) documentation and audit compliance artifacts
- Participate in performance monitoring and provide recommendations for system optimization
- Contribute to transition-out activities including documentation, training materials, and knowledge transfer
Minimum Requirements
- Ability to obtain a DoD security clearance
- Bachelor's degree in Computer Science, Engineering, or related field
- 3+ years of experience in software development using Java and relational databases (Oracle preferred)
- Experience with Agile development methodologies and DevSecOps practices
- Familiarity with cloud environments (Microsoft Azure preferred) and containerization technologies
- Knowledge of secure coding practices and compliance frameworks (e.g., NIST, RMF, Zero Trust)
- Experience with CI/CD tools and automated testing frameworks
- Strong understanding of data modeling, normalization, and ETL processes
- Ability to obtain and maintain a DoD 8140/8570 cybersecurity certification
- Creativity and adaptability in problem-solving
- Ability to work with clients to understand their needs
- Strong organizational and time-management skills
- Excellent written and verbal communication skills

Preferred Skills
- Prior experience with federal financial systems
- Experience working in FedRAMP Impact Level 5 environments
- Familiarity with ServiceNow, utPLSQL, Web Inspect, and Load Runner
- Understanding of Section 508 accessibility standards
- Ability to work in a team environment, as well as independently
- Strong customer and vendor relationship skills
- Demonstrated ability to comply with data standards and policies
- Motivation to learn new technologies and methodologies that demonstrate value
- Past experience working with a federal agency
- Department of Defense experience is a plus!
