Position Summary
Odyssey Systems has an exciting new opportunity for a Senior Systems Engineering Support supporting the Helicopter Program Office (HPO) at Wright Patterson AFB, OH. The HPO supports selected helicopter programs including the HH-60W Combat Rescue Helicopter (CRH) and the MH-139. The HPO has a mission to rapidly deliver and field new and updated rotary wing aircraft.
Responsibilities
Duties include, but not limited to:
Provide a wide range of rotary wing acquisition program management, analytical, technical and support services for Avionics IPT programs.
- Apply rotary wing knowledge and experience in pre- acquisition definition and capabilities integration of requirements, acquisition program management principles, and policies/procedures to assist with the procurement of avionic systems/subsystems hardware and software throughout the total life cycle, in compliance with current Air Force regulations and guidelines.
- Apply integration, communication, coordination, organizational and planning expertise to activities and acquisition efforts across a broad spectrum of functional disciplines to assist with the implementation of program direction. The Contractor will be familiar with agile development and rapid prototyping.
- Participate in, coordinate, and lead the system engineering working groups and IPTs meetings.
- Participate in SVR, Functional Configuration Audit (FCA), Physical Configuration Audit (PCA), DT&E and IOT&E programmatic reviews to capture entry and exit criteria, requirement verifications, and action items.
- Assist in the System Incident Reporting (SIR) process, coordinating the appropriate functional resources and tracking incidents to closure.
- Apply expert rotary wing aircrew experience, knowledge, and mastery of principles, concepts, standards, and methods, Tactics, Techniques, and Procedures (TTP) to assist with ensuring assigned projects remain consistent with program objectives, costs, schedules, performance criteria, and existing policies.
- Assist the Government to create, develop, and implement System Training Plans and administrative processes.
- Assist the Government to interpret and implement training requirements for the HPO including but not limited to Aircrew Training Devices (ATDs), Maintenance Training Devices (MTDs), courseware/interactive multimedia instruction, and Type One training.
- Make recommendations related to Type One training, courseware, and device design.
- Assist in planning, organizing, and managing critical aspects of the development, production, and/or deployment of rotary wing capabilities to include managing program cost, schedule, performance, and risk.
- Assist in the full spectrum of actions required to award contracts and contract modifications to other Contractors that may include pre-award documentation, assistance in support of source selection activities, and post-award support requirements.
- Assist in performing a wide range of program management activities to include assistance in gathering data, conducting research and analyses, evaluation, and validation of acquisition programmatic documentation.
- Assist in pre-acquisition and acquisition strategy planning and implementation.
- Assist in the review and analysis of prime and sub-contractor earned value management systems.
- Assist in developing and analyzing key program metrics.
- Assist in developing and integrating risk management plans and strategies and supporting program briefings.
- Assist in milestone planning, tracking, scheduling, briefing preparation, staff coordination, and decision documentation preparation.
- Assist in determining program progress and communicate recommendations to the Government orally and in writing.
- Support various program office actions in the application of acquisition management initiatives, to include assisting program managers in arranging and supporting High Performance Teams (HPTs) to resolve acquisition related issues through data analysis.
- Assist the program office in complying with tasks and development of documentation related to Developmental Test and Evaluation (DT&E), Operational Test and Evaluation (OT&E) and Low-Rate Initial Production (LRIP) reporting requirements.
- Coordinate all acquisition milestone system engineering documentation updates to include, but not limited to, the Systems Engineering Plan (SEP), System Requirement Verification (SVR) matrix, Requirement Traceability, and System Breakdown Structure.
- Use expert knowledge to assist in resolving unique or novel problems related to a blended rotary wing training environment consisting of courseware, training devices, and aircraft.
- Assist in reviewing courseware lessons, flight training syllabi, training plans, detailed specifications, drawings, and supporting documents, evaluating proposals, and presenting conclusions and recommendations.
- Present briefings and assist with developing reports to document progress and results.
- Apply prior experience as an instructor or evaluator to ensure the Instructional System Design (ISD) process is implemented during all phases of training.
- Support HPO Training System meetings and working groups, as required.
Qualifications
Citizenship: Must be a US citizen Minimum Required Qualifications Clearance: Secret Education:
- Master's or Doctorate Degree in a related field and ten years of experience in the respective technical / professional discipline being performed, five years of which must be in the DoD AND an ABET accredited Bachelor's Degree in engineering OR an ABET accredited Bachelor's Degree in engineering and 12 years of experience in the
Certifications:
- Must have human factors training or certification
- Must have previous safety certification (i.e., Flight Safety Officer (FSO), Accident Mishap Investigation Course (AMIC), or equivalent)
Technical Skills
- Three years Personnel Recovery (PR) and Combat Search and Rescue (CSAR) experience.
