POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

The Safety/Quality Manager is responsible for all ALMS and subcontracted work activities to ensure all work is completed safely and that the work environment meets all safety standards for all employees. Under direction of the Project Manager, manage support for the daily facility maintenance of 22 buildings and over 200 acres of ranges and training areas in support of the Transportation Safeguards Training Site at Ft. Chaffee, Arkansas. Monitor and participate in operations, including inspecting projects, implementing modifications and improvements. Schedule for contractor support and ensure work is completed to specifications. Ensures all personnel are trained in all areas of maintenance activities while following standard operating procedures. Interacts professionally with other contractors, vendors and corporate staff members. Maintains effective working relationships with the customer and other contractors on site. Be knowledgeable of/comply with all applicable Federal/State/Local laws, Occupational Safety and Health Administration (OSHA) and Environmental Protection Agency (EPA) requirements, as well as Department of Energy regulations and policies. Responsible for compliance issues as they apply to the operation of this contract. Manages and implements quality control (QC) plan that is tailored to the contract and encompasses all facets of the operation. Inspect work in progress and finished work for discrepancies in accordance with the QC, safety plans, and contract requirements. Conduct inspections of contract functions to ensure compliance with the Statement of Work. Complete inspection reports and documentation required to support findings. Maintain a safe, healthy and environmentally compliant workplace. Keep the Project Manager informed of unique situations and problems encountered. Secondary Locksmith/Key Control custodian for the entire site. Manage the alarm inspection, maintenance and testing program. Manage and implement the drug testing program. Provides required training for all Alutiiq employees.


Primary Duties and Responsibilities:



  • Deputy Project Manager.
  • Plan and organize work while meeting all deadlines.
  • Develop plans and procedures for QC and safety programs.
  • Review all site work to ensure compliance with applicable plans and procedures.
  • Prepare incident and hazard reports as required.
  • Develop and implement a system to manage hazardous waste.
  • Implement procedures for preventing spills as well as response and mediation for all materials stored and utilized in the execution of the contract.
  • Execute a job site specific accident prevention program in accordance with the provisions of the contract.
  • Prepare Hazard Analysis documentation as required prior to execution of work.
  • Ensure operational safety of equipment at all times.
  • Ensure operator certifications are current to operate respective equipment/machinery.
  • Manage the Personal Protective Equipment (PPE) program.
  • Responsible for the Emergency Contingency Plan, which includes shutdown procedures, area evacuation, emergency notification, emergency response, etc.
  • Serve as a technical advisor for the Project Manager.
  • Coordinates with trade's personnel in the identification of proper and correct materials, parts, assemblies, and requirements for a variety of requisitions.
  • Must interpret and be able to apply/explain complex codes, regulations and procedures.
  • Review all site work to verify compliance with all applicable plans and procedures.
  • Respond to emergency site maintenance as required.
  • Confer/advise with other management personnel regarding maintenance projects.
  • Secondary Locksmith for the site.
  • Secondary key control custodian for the site.
  • Manage/implement the alarm maintenance, inspection, and testing program for the site.
  • Provides new employee orientation/training to all new employees.
  • Plan and organize work to meet schedules and timelines in an environment with constantly changing priorities.
  • Ensures timely submission of required reports to the customer.
  • Able to diagnose problems to determine root causes and corrective actions/repairs.
  • Ensures proper janitorial and housekeeping practices are strictly observed.
  • Perform other duties as assigned by the Project Manager.


REQUIRED QUALIFICATIONS AND EXPERIENCE:

  • Ability to obtain and maintain a DOE/NNSA "L" level security clearance.
  • High School graduate or equivalent.
  • U.S. Citizenship.
  • Possess a valid state driver's license & an acceptable driving record.
  • Possess excellent organizational skills.
  • Possess excellent public speaking skills.
  • Possess excellent mechanical skills.
  • Ability to understand and follow instructions.
  • Possess excellent verbal and written communication skills.
  • Ability to communicate instructions effectively and accurately with personnel at all levels.
  • Ability to multi task and make sound decisions.
  • Minimum 5 years experience in supervisor/ mid level management.
  • Mature judgment & ability to work with little or no supervision.
  • Excellent computer skills in Microsoft Word, Excel, Power Point.
  • Knowledge of generally accepted standards of workmanship in building maintenance, vehicle maintenance, janitorial, housekeeping and grounds maintenance practices.
  • Knowledge of OSHA and NFPA standards in the above listed practices.
  • Knowledge of Lock Smith work and key control practices.
  • Understanding of government contracts, correspondence, reports and records.
  • Experience in vehicle, equipment and building maintenance.
  • Will be subject to random drug testing.
  • Must be able to be on call 24/7 and respond within a 1 hour recall.
