Your Opportunity

TechSource is hiring a part-time (20 - 25 hours per week) Senior Manager of Talent Acquisition to join our dynamic organization at a pivotal time of growth and transformation. You will drive our talent acquisition function across multiple territories within the United States. As we continue to expand our footprint into new markets, we seek a forward-thinking talent leader who can integrate diverse systems, optimize processes, and develop a high-performing recruitment team.

You will design and execute an innovative talent acquisition strategy that aligns with our organization's mission, culture, and objectives. Additionally, you'll oversee both corporate, and potentially in the future, field-embedded recruitment teams, harmonizing processes while respecting regional differences and compliance requirements. You'll work as an individual contributor as well as lead the recruitment team through the next phase of the company's growth. You may work remotely if you're not local to one of the TechSource locations (Los Alamos or Albuquerque, NM, Germantown, MD, Aiken, SC, or Amarillo, TX) but you must reside in the continental United States.

What You Will Do

* Develop and implement a comprehensive talent acquisition strategy supporting our organization's growth objectives across diverse programs and geographical locations.

* Design customized hiring approaches that account for various disciplines, regional considerations, and compliance requirements.

* Partner with HR and business leaders to enhance workforce planning and succession strategies.

* Lead, develop, and inspire a diverse talent acquisition team, fostering a culture of excellence, execution, and accountability.

* Build strong partnerships with hiring managers, executive business leaders, and HR partners to establish trust and credibility for the function.

* Develop a comprehensive vendor governance strategy, managing relationships with internal recruiters, external staffing firms, RPOs, and technology providers.

* Implement centralized vendor scorecards, performance metrics, and cost optimization approaches.

* Implement data-driven approaches to optimize time-to-fill, cost-per-hire, recruiter productivity, and offer acceptance rates.

* Develop key performance indicators for measuring recruitment success across different business units and geographies.

What You Will Need


  • Bachelor's degree preferred, or certifications in HR, Talent Acquisition, or related fields.
  • 15 or more years of progressive experience in talent acquisition, with 7 or more years in a senior leadership role in federal government contracting.
  • Demonstrated experience leading recruitment in complex, multi-state organizations.
  • Proved track record of success implementing and optimizing talent acquisition technologies.
  • Must have a high level of OFCCP compliance knowledge and been through an audit.
  • Experience leading and developing diverse teams, particularly in matrix environments.
  • US citizenship - a security clearance will be required for the selected candidate.
  • Active DOE or DoD security clearance preferred.
