Perform civil and project engineering duties in planning and overseeing the preconstruction of building structures and facilities. Prepare subcontracts, purchase orders, change orders, and monthly payment requests for review by Project Management staff. Actively manage civil engineering contract terms and compliances, including prompt invoice approval, resolving issues and Certificates of Insurance. Prepare, distribute, and track requests for information (RFI). Distribute and track CB's, requests for proposals (RFP), or other change issue documentation. Post addenda or other changes to engineering plans and specifications. Collaborate with the Superintendent to create a detailed project schedule, update as the project progresses, and distribute on regular intervals to all project stakeholders. Independently accomplish all civil engineering close out activities including but not limited to creation, distribution and tracking of punch lists, O&M and Owner training, change orders, contracts, permits, and Owner occupancy. Facilitate effective project meetings by preparing and distributing agendas and meeting notes. Proactively manage procurement log and submittal process. Review engineering shop drawings and samples for conformance to documents. Responsible for scheduling, preparing, facilitating, and documenting thorough pre- & post-job meetings and pre- & post-task meetings. Prepare instructions to bidders for review by Project Management staff and participate in bid package preparation. Conduct bid result evaluations. Participate in budget development and strategic budget preparation. Participate in bid day activities. Participate in engineering constructability and specification review. Participate in the design process, design schedule, and follow the Owner decision-making process. Ensure field personnel have accurate and up-to-date cost codes, labor budgets and quantities to plan and execute the work. Manage field and subcontractors' access to civil engineering project documents (plans and specifications) using paper or electronic methods. When changes occur, timely and accurately update documents for all stakeholders. Lead the quality process on civil engineering projects by utilizing checklists and conducting first install reviews to comply with the contract documents and mitigate risk. Collaborate with the Superintendent to update the project schedule. Participate in Subcontractor negotiations, with a strong understanding of detailed scope review and ethical negotiation. Promptly code invoices, issue change orders, and resolve issues. Participate in change order negotiations by utilizing the change management process. Lead the efforts for timely issuing accurate pay requests and collecting Owner payments. Facilitate effective pre-, mid-, post-financial meetings for small to mid-size projects. Provide feedback to peers to improve the team's performance and career development. Participate in business development efforts including, requests for proposal responses and interviews. Requires: Bachelor's degree in Civil Engineering or a closely related field. 3 years of experience as a Civil Engineer, Site Engineer, or related role. 3 years of experience managing procurement logs and submittal processes. 3 years of experience managing closeout activities, including distribution and tracking of punch lists, change orders, contracts, permits, and owner occupancy details. 3 years of experience developing and maintaining records of RFIs, construction bulletins, and change documentations using project management software. 3 years of experience performing quantity takeoffs. 3 years of experience in commercial construction.
