The Community Corrections Supervisor is accountable to and receives authority from the Director and Deputy Director. The supervisor exercises initiative and independence in the performance of duties. The supervisor has primary responsibility for the coordination and provision of all services/programs offered to system customers in accordance with the policies and philosophy of the Community Corrections Department.

This Supervisor position is primarily administrative in office and includes occasional secure facility floor coverage located in the Juvenile Service Center facility in Hastings, MN. Scheduled hours include traditional office hours and occasional facility floor coverage. Remote work approved occasionally dependent on business needs and pre-approval.

This position performs highly responsible duties managing assigned operations and personnel of the Human Resources Department to include the planning, development, and implementation of employee compensation and job classification programs. Directs staff in the planning, development, and implementation of new or revised programs, policies, and procedures to be responsive to County goals and competitive practices.

Minimum Qualifications

Bachelor's degree in Corrections, Criminal Justice, Sociology, Psychology, Social Work, Education, or related behavioral science field AND Four years of experience in a corrections or human services agency
OR
Master's degree in Corrections, Criminal Justice, Sociology, Psychology, Social Work, Education or related behavioral science field AND Two years of experience in a corrections or human services agency.
OR
An equivalent combination of education and experience to total 8 or more years

Required license(s):
Valid driver's license required

To be eligible for hire, an applicant must successfully complete a background check and meet the criminal history background criteria required to access certain networks/systems necessary to perform the essential functions of this position. The law and/or County policy will disqualify applicants with a particular criminal history background from employment in this position.


Duties & Responsibilities

These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions.

General supervision duties:
1. Manage the JSC staff schedule
2. Manage the JSC training plans
3. Supervise and manage personnel; organize, assign, and delegate unit staff duties and task areas, determine training needs for staff, evaluate staff performance, etc.
4. Lead policy and program planning; recommend policy and procedures, determine outcome measures, provide quality assurance, determine gaps in service and propose new initiatives to address needs.
5. Manage budgets. Ensure expenditures remain within budget limits and determine budget needs for unit.
6. Represent department at external meetings, committees, and functions.
7. Prepare reports, evaluations, grant applications, and requests for proposals.
8. Provide occasional weekend supervisory coverage both on-call and in the secured facility.

ESSENTIAL JOB FUNCTIONS: Duties 1-6 are essential functions

Juvenile Services Center (Secured Facility) duties:
1. Ensure safety of juveniles, staff, contractors and others in the secured facility and perimeter, including the control center.
2. Ensure training needs of staff are met through supervision of training coordinator and development of training plans.
3. Lead facility development of/compliance with departmental, facility and state policies and procedures, including safety, security, health/welfare, supplies inventory, information systems/data entry, and training.
4. Collaborate with colleagues to maintain resident case management across programs.
5. Collaborate with colleagues to maintain smooth operations of secured facility.
6. Ensure staffing coverage standards are met through oversight of the staff schedule.
7. Oversee quality, completeness of resident cases and facility records.
8. Oversee and ensure facility compliance with the Prison Rape Elimination Act (PREA).
9. Oversee resident basic needs to include purchasing, contracts, and services oversight.

Knowledge, Skills & Abilities and Work Environment

  • Skills in time management, work prioritizing, and oversight of multiple tasks
  • Knowledge of MN juvenile corrections/law enforcement statutes.
  • Knowledge of criminal behavior and/or juvenile delinquency.
  • Knowledge of the eight Evidence Based Principles for Effective Intervention and the ability to align those principles with the core business practices of an organization.
  • Knowledge of the Minnesota Criminal Justice Process sufficient to make sound decisions regarding correctional intervention.
  • Knowledge of legislative, local and state mandates governing supervision of residents, dissemination of information and case management.
  • Knowledge of Trauma Informed Care.
  • Knowledge of staff development
  • Ability to update policies to meet regulatory standards
  • Ability to collaborate with both internal and external partners
  • Ability to exercise sound decisions within the framework of Departmental and State guidelines.
  • Ability to maintain good working relationships with residents, departmental personnel, community groups and other system players.
  • Ability to work both independently and with team members to accomplish tasks, planning functions and problems resolution.
  • Demonstrated ability to resolve conflict.
  • Ability to effectively communicate both orally and in writing.
WORK ENVIRONMENT: Work is performed in a County office building. Some travel is required. Lifting requirement of up to 20 pounds on an occasional basis. Exposure to hazardous materials such as chemicals, blood, and other body fluids may occur on the job. Equipment used may include, but is not limited to, computer, printer, telephone, calculator, copy and fax machines, camera, pager, video equipment, and Proxima. Pursuant to Dakota County Policy and Procedures Manual Section 3240 (13), this position is designated as Safety Sensitive.
