The Senior Management Analyst will provide direction, leadership, and coordination, while performing independent work; managing projects; mentoring other analysts; conducting advanced statistical analysis and data visualization; facilitating discussions; conducting program evaluations; performing process improvement; designing surveys; preparing reports; and making presentations.
LOCATION & SCHEDULE: This is a hybrid position that offers a mix of telework and in-person work at our Northern Service Center in West St. Paul, MN. Work is performed Monday through Friday during regular business hours (8:00 a.m. to 4:30 p.m.).

Minimum Qualifications

NEED TO HAVE QUALIFICATIONS
- Bachelor's Degree in public policy, public administration, political science, economics, quantitative or statistical analysis, or a closely related field; AND Six years of full-time work experience related to planning, analysis, evaluation, performance measurement, or business process improvement.
OR
- Master's Degree in public policy, public administration, or closely related field; AND Four years of full-time work experience related to planning, analysis, evaluation, performance measurement, or business process improvement.
OR
- An equivalent combination of education and work experience, as noted above, to total ten years.
NiCE TO HAVE QUALIFICATIONS
- Master's Degree
- Professional certifications in process improvement or continuous improvement
- Experience with Results Based Accountability (RBA)
- Experience conducting data analysis to support strategy and improve services in the public sector
- Experience developing reports and dashboards using tools such as Power BI
- Experience coding in SQL and/or statistical languages (R, Python, etc.)

Duties & Responsibilities

1. Leads and conducts advanced level, policy analysis, and data analysis on topics related to countywide issues or issues specific to departments or divisions. 2. Leads and conducts program evaluation, cost-benefit, and process improvement projects. 3. Develops reports and dashboards and collaborates with and assists other staff who are developing reports and dashboards. 4. Manages complex projects from start to finish. 5. Prepares and delivers written reports and presentations of findings and recommendations based on analysis or evaluation conducted. 6. Oversees projects that involve other staff, to include developing and managing a project scope and work plan; delegating tasks within the work plan; coordinating efforts; and consulting on processes and findings. 7. Mentors other analysts, as assigned. 8. Serves as a liaison with other Departments and Divisions as well as external partners, as appropriate. 9. Responds to ad hoc requests for analytical or continuous improvement support from County leadership or Departments/Divisions. 10. Identifies, engages, and facilitates participation by stakeholders in project planning and outcomes, beyond project sponsors and related staff. 11. Responds to requests for information related to projects, as appropriate.

WORK ENVIRONMENT:
Work is primarily sedentary and is usually accomplished while incumbent is comfortably seated at a desk or table. Some walking and standing may occur in the course of a normal workday or in connection with attendance at meetings and conferences, or while researching files. Items carried typically are light objects such as briefcases, notebooks, and data processing reports.
