Senior Project Control Specialist - Energy Resource Development

In order to support a decarbonized energy system, PSE's Resource Development Technical team is looking for qualified candidates to fill an open Sr. Project Control Specialist position. We are on a journey to deliver on our clean energy goals, with the first major milestone occurring by 2030. This role will support this journey by providing project management expertise for the development of new assets (wind, solar, energy storage, and other technologies) under consideration for PSE's generation portfolio.

Specific details regarding the work arrangements for this position will be discussed in further detail during the interview process.

Job Description

Serves as lead resource regarding cost, schedule and change management capital project issues. Prepares conceptual and detailed estimates and schedules, and understands engineering and construction procedures and processes. Must be comfortable reporting in a matrix environment with little supervision.



Upholds the safety compliance standards inherent in PSE's operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

Job Responsibilities

  • Prepares, reviews, and makes necessary adjustments to project plans, schedules, and cost estimates to meet quality guidelines.
  • Provides project controls support for PSE projects as assigned, including, WBS and work order development, schedule development, reporting of project status, price and schedule project changes, and cost estimates, including take-offs and conceptual estimating.
  • Assumes the role of project control systems expert and owner for assigned management systems, the training of staff in the use of assigned systems, and development of procedures with respect to assigned systems.
  • Creates and monitors project schedules to ensure compliance with procedures and specification.
  • Makes recommendations regarding schedule issues to management.
  • Participates in the negotiation of proposed work changes and schedule changes with field personnel and contractors.
  • Directs the processing of contracts and change orders and ensures that the work is performed within established agency guidelines, including approvals and execution.
  • Oversees the preparation of cash flow analysis reports for capital projects.
  • Analyzes cash flow reports and makes recommendations to the department project manager on cost and schedule alternatives.
  • This position requires an expert knowledge of project cost and scheduling techniques/principles and working knowledge of construction inspection techniques, project management techniques, configuration and change control processes, and contract administration principles.
  • Must show ability to communicate project management ideas and concepts both orally and in written procedures and plans.
  • The ability to communicate with technical and non-technical individuals on cost and scheduling matters is essential.
  • Performs other duties as assigned.

Minimum Qualifications

  • Advanced skills and experience using project management systems including Primavera P3, accounting interfaces, cost analysis and reporting on large design-construct projects.
  • BS in Construction Management, Civil Engineering or closely related field. Relevant experience may be substituted for educational experience as determined by PSE.
  • Valid WA drivers license required.
  • A minimum of 7 years proven experience in project controls of large design/construct projects. Work experience and familiarity with cost/scheduling software and relevant processes are required.

Desired Qualifications

  • Specific utility experience and experience with accounting interfaces.
  • Experience related to utility-scale solar, wind, and energy storage projects.

The pay range for this position is$91,100.00-$151,600.00, and this position is eligible for annual goals based incentive bonuses.
