THOR Solutions is actively seeking a ROC-M Executive Assistant/CMAV Scheduler to support Maintenance Availability efforts at the Commander, Naval Surface Forces, Atlantic (COMNAVSURFLANT) Maintenance and Engineering (N43) in Norfolk, VA. In this role, the candidate will provide expertise and services to support the maintenance, modernization, and engineering of surface vessels.

This position is associated with an upcoming contract that THOR is pursuing, with an estimated award/work start around the first week of September 2025. We are conducting preliminary, "contingent" hiring for roles associated with this contract. The work start is dependent upon THOR being awarded this contract.

Typical Responsibilities:
  • Monitor, update and maintain the Commander Surface Fleet Atlantic (CNSL) ship Continuous Maintenance Availability (CMAV) schedules for review and discussion daily as required to align and support ships operational schedules, modernization installations, overhaul policies, and port workload capacities.
  • Coordinate with CNSL Type Desk Officers (TDOs)/Type Desk Assistants (TDAs) to ensure that CMAV durations are sufficient to support planned work package requirements or make recommendations to TDOs/TDAs regarding schedule constraints on CMAV durations.
  • Coordinate with Fleet Scheduler (Second Fleet) to ensure that CNSL ships are afforded the number of CMAVs and requisite duration per the JFMM. For those CMAVs which require longer than nominal duration due to unique maintenance or modernization requirements, ensure that the Fleet Scheduler is aware of the requirement. For those CMAVs which are contracted out for work package execution, ensure that the Fleet Scheduler is aware of critical contracting milestones that may restrict shifting of CMAV dates due to contracting constraints.
  • Provide changes to or creation of CMAVs to Mid-Atlantic Regional Maintenance Center (MARMC) for entry into the Fleet Scheduling Center (FSC) for CNSL ships and designated shore sites. Review FSC entries for CNSL ships and designated shore sites to ensure data validity. Provide FSC generated CMAV schedules or reports as needed.
  • Review instructions or guidance that is concerned with or connected to CMAV schedules, duration, or planning. Provide recommendations for changes or corrections as requested.
  • Compose correspondence, create spreadsheets, and manage databases as needed in support of the COMNAVSURFLANT Current Readiness Directorate (N4S).
  • Review and update daily, weekly, and monthly schedules for the Assistant Chief of Staff (ACOS) for Material based on government inputs.
  • Assist with travel planning, making travel arrangements, and preparing documentation for travel claims for government personnel.
  • Compose standard naval messages using CMP program based on input provided. Review and edit draft messages for completeness and accuracy. Provide CMP file to CNSL message center when message is release by cognizant authority.
  • Attended bi-weekly command Planning Board for Training (PB4T) as N4S representative, resulting in increased overall readiness.
  • Track/report completion of training requirements by Fiscal Year for N4S.
  • Plan and coordinate official ROC-M visits from other organizations for briefings and meetings according to protocol.
  • Assist with delivery and deployment of NMCI Laptops ISO Tech Refresh for N4S.
  • Execute purchase requests for office equipment according to purchase requests from N4S leadership.
  • Review, correct, and route Fitness Reports (FITREPs) through proper channels resulting in accurate and on time promotion boards for military personnel.
  • Assess daily accountability for N4S department members ensuring readiness, mobilization, and member wellness.
  • Maintain the CMAV Figure of Merit (CFOM) report monthly.
  • he contractor shall meet or exceed the following measurables: Punctuality, reliability, and consistent quality in regards ROC-M administrative day to day operations and CMAV/CNO milestone updates on a weekly basis.
  • Provide on-site subject matter expert response to in-person, telephone or e-mail inquiries or concerns regarding ROC-M Executive Assistant / CMAV scheduler support during normal office hours if not already engaged in out of office ROC-M Executive Assistant / CMAV scheduler support matters.

Location: Onsite in Norfolk, VA.

Travel Requirements: Up to 25% travel is anticipated, to CONUS and OCONUS locations, dependent upon customer requirements and schedule.

Typical Physical Activity: Primarily desk/computer work in an office environment. Periodic visits to waterfront/shipboard environments. May involve: repetitive motion, traversing shipboard environments (e.g., confined spaces, ladders, hatches), speaking or vision.

US Citizenship Required:Due to the requirements of the federal contract that this position supports, U.S. citizenship is required. Citizenship will be confirmed via I-9/E-Verify at the start of employment.

Existing Security Clearance Required:This position requires a DoD Secret security clearance. A qualified candidate must already possess an active or interim Secret security clearance.A candidate with especially strong, relevant experience but no active security clearance may still be considered, but work start would be dependent upon a new Secret clearance being awarded.

Typical Knowledge, Skills, and Abilities:
  • High School diploma, GED, or equivalent.
  • Five (5) years experience with scheduling maintenance events for US Naval vessels.
  • Five (5) years experience with scheduling operational events for US Naval vessels.
  • Ten (10) years of active Naval service, achieving the rank of 0-3 or E-7 as a minimum.
  • Two (2) years spent on Shore Staff duty, working with other Naval shore activities.
  • Working knowledge of Surface Force OFRP cycle and Surface ship maintenance availability requirements.
  • Proficient with common productivity software, including the Microsoft Office suite.
  • Excellent communication skills.
