About the Hiring Group

The role falls within the Growth Unit (Public Sector), which manages how RTI pursues, wins, and grows our project portfolio across U.S., state, local, and foreign governments, and foundations, in collaboration with technical staff across the organization.


What You'll Do

RTI is seeking qualified candidates for a Proposal Intelligence Analyst. The Analyst will support the business development and capture life cycle by gathering, analyzing, and presenting on competitive intelligence and price to win findings. This position reports to the Director, Proposal Intelligence while working closely with others on business development and capture teams to build a strong pipeline, compete for opportunities, and increase awards that further RTI's mission of improving the human condition. The position will be based in RTP, NC and has the option to be fully remote.

Your primary responsibilities will include but not be limited to:

  • Developing a thorough understanding of RTI's capabilities, competitive landscape, and market to inform business development and capture efforts.
  • Developing a thorough understanding of RTI's clients and their mission.
  • Building relationships and working closely with Strategic Account Executives, capture teams, and other key players in the business development and capture process.
  • Collaborating with pricing analysts and other business development partners across the organization for information exchange and cross-functional value.
  • Scanning competitive industry trends and conducting intelligence assessments to assist with producing business landscape status reports for strategic clients.
  • Increasing knowledge of triangulating competitive intelligence by analyzing spending data and client/competitor news.
  • Participating in capture efforts and advising research and pricing teams on pricing strategies.
  • Conducting PTW processes and leading PTW discussions on key opportunities.
  • Working with teams to develop both top-down and bottom-up pricing to pressure test pricing strategies for proposed solutions.
  • Understanding key federal contract pricing essentials, such as indirect cost rate structures, labor pricing, GSA contracts, and IDIQs.
  • Gathering and analyzing publicly available data on clients and competitors to understand customer buying trends and possible competitor price targets
  • Assisting capture teams with identifying and assessing key competitors, potential disruptors, potential partners, and bid strategies.
  • Collaborating on ad hoc requests across functions to develop analyses for key stakeholders.
  • Assisting in developing cost win themes and business executive summaries.
  • Proposing and implementing new enhancements or procedures within own job function.

What You'll Need

Minimum Qualifications:

  • Bachelor's degree with 3 years of related experience or Master's degree and 1 year of related experience, or equivalent combination of education and experience.
  • To qualify, applicants must be legally authorized to work in the United States and should not require now, or in the future, sponsorship for employment visa sponsorship.

Preferred Qualifications:

  • Awareness of government contracting landscape and Price To Win concepts is a plus.
  • Knowledge and understanding of RTI business development systems and processes, is a plus.

Required Skills and Abilities:

  • Familiarity with government contracting websites and products such as USASpending, GovWin, Bloomberg, SAM.gov, and GSA eBuy.
  • Familiarity with Microsoft Office Suite, PowerBI (or equivalent), and Salesforce.
  • Willingness to take on challenges, learn new subject matter, and think curiously and creatively.
  • Excellent oral and written communication skills, presentation experience, accuracy with work, strong organizational skill, and attention to detail.
  • Ability to help influence decision making amongst senior level leaders.
  • Demonstrates RTI Values and Lead Forward behaviors which is vital for the Institute's success
