Role Purpose:
Provide local expertise and lead data collection activities in their home country, ensuring contextually grounded evidence for the evaluation. Consultants will serve as the "eyes and ears" of the evaluation team on the ground, supporting culturally sensitive and gender-responsive approaches.
Key Responsibilities
- Conduct key informant interviews and focus groups with government, community, and partner stakeholders.
- Contextualize findings within national health systems and socio-economic realities, ensuring local perspectives are reflected.
- Provide translation, interpretation, and cultural adaptation of data collection tools and outputs where needed.
- Ensure that evaluation activities are inclusive and gender-responsive, particularly in engaging marginalized and vulnerable populations.
- Collect, document, and transmit evidence in line with the evaluation protocols, ethical standards, and data protection requirements.
- Support remote collaboration with the Principal Evaluator, Assistant Evaluator(s), and Project Manager, ensuring timely submission of high-quality deliverables.
Requirements
- At least 5 years' professional experience in health program implementation, monitoring, or evaluation.
- Strong knowledge of national health systems, including familiarity with Global Fund-supported programs.
- Demonstrated ability to conduct field-level qualitative and quantitative data collection.
- Proven experience working with government agencies, NGOs, and civil society stakeholders.
- Excellent interpersonal and cross-cultural communication skills.
- Ability to work independently, with strong time management and organizational skills.
- English proficiency required; French highly desirable.
