The compensation offered to the candidate selected for the position will depend on several factors, including the candidate's educational background, skills and professional experience.

Job Overview:

The HIV Counseling and Testing Counselor is responsible for providing culturally competent, anonymous and confidential HIV antibody counseling, testing, referrals, and related services. The HIV Counseling and Testing Counselor will provide sensitive harm reduction counseling, HIV prevention education, and referrals to clients accessing HIV testing. The Counselor educates individuals about HIV and antibody testing. The Counselor performs HIV risk assessments, HIV testing, disclosure of HIV testing results, and enhanced risk assessments to individuals who test for HIV.

Qualifications:

Required:

  • High School diploma or equivalent
  • HIV testing number from the New Jersey Department of Health
  • Experience in Evaluation Web data system

Preferred:

  • At least four years prior HIV Testing Knowledge/experience
  • Bilingual in English and Spanish

Scheduling Requirements:

  • Shift working, Monday-Friday 9am-5pm, with alternative weekends 10am-6pm in the Emergency Room
  • Full-Time (FT)

Essential Functions:

  • Answers the telephone and identifies self and department and asks how the caller can be assisted
  • Identifies the department as Counseling and Testing; and not HIV Services for confidentiality reasons
  • Requests only the birth date of clients setting up appointments to be tested
  • Takes accurate/complete messages name, date, time, telephone number, short detailed message
  • Ask the caller if they would like to be transferred to voicemail
  • Prioritizes messages
  • Obtains written permission from the client/guardian to work with another department/agency on their behalf
  • Types all correspondence that goes to in-house/outside agencies using proper grammar/format or delegated same to Counseling and Testing Site Clerk
  • Provides complete information to the referring department/agency
  • Reviews clients' mailing address prior to sending information/documents to clients
  • Maintains a supply of forms/patient information needed on a daily basis
  • Requests only the needed supplies from the Office Manager to perform daily job responsibilities: pads, pencils, letterhead, etc.
  • Maintains a supply of giveaways for health fairs, outreach education programs, etc.
  • Documents in compliance with the Trinitas Hospital and grant policies/requirements
  • Documents legibly
  • Completes the client file by the end of the day the client was seen
  • Evidence of the following are accurately completed and in the client: HIV Antibody Test Consent Form, Intake/Update form with Addendum, Risk Reduction Plan, Records Release Authorization
  • Submits complete, accurate statistics and other requested information to the Office Manager/Director by the deadline given
  • Provides requested information to the Director as it relates to renewal/proposed grants
  • Forwards all mandatory documents to the New Jersey State Department of Health and Services as required by the grant
  • Participates in quality assurance activities
  • Participates on a CQI team
  • Attends a minimum of three outreach activities per appraisal period, including but not limited to, health fairs, education engagements, etc.
  • Provides a minimum of six educational lectures to the community
  • Provides clients with information on applicable topics
  • Obtains authorization for release of information from the client prior to making any referral or sharing client information with any department/agency
  • Facilitate referrals through phone calls and referral letters
  • Counsels a minimum of 15 high-risk clients for a minimum of six months
  • Follows up on all appointments made on behalf of the client to ensure compliance
  • Obtains a minimum of three contacts from each positive client that was post-test counseled
  • Consults with other HIV counselors in the HIV Services Department or the Director if unable to obtain contacts
  • Submits contact information to the Notification Assistance Program office immediately upon obtaining the same
