SUMMARY:

The Quality Control Manager III (QCM II) is responsible for the implementation, management, and enforcement of the Quality Control Program on federal construction projects. This role oversees quality compliance on projects ranging from $5,000,000 to $25,000,000 ensuring all construction activities meet contractual requirements, agency standards, and design specifications. The QCM III is the primary liaison for quality with government representatives (e.g., USACE QA, NAVFAC ROICC), and leads the three-phase quality control process, testing programs, and document control. Additionally, the QCM III mentors and provides guidance to other lower-tier Quality Control Managers. The Quality Control Manager III will report to a Field Operations Manager or a Program Manager.

Key Responsibilities:

* Support the development and execution of the Three-Phase Quality Control System (Preparatory, Initial, Follow-Up) on federal projects.

* Assist with submittal reviews, request for information (RFI) tracking, and document control to ensure timely and accurate processing.

* Perform daily inspections, record deficiencies, and verify compliance with contract drawings and specifications.

* Coordinate with subcontractors, field supervisors, and government representatives to resolve quality issues and facilitate corrective actions.

* Conduct Preparatory Meetings and QC Coordination Meetings with government personnel (e.g., USACE Quality Assurance, USACE Project Engineer, NAVFAC Engineering Technician, and NAVFAC Construction Manager).

* Maintain the Daily Quality Control Reports, inspection logs, and photographic documentation using RMS/QCS, Procore, or similar systems.

* Assist in managing testing and commissioning processes, including coordination with independent testing laboratories.

* Monitor and verify material deliveries for compliance with approved submittals and specifications.

* Ensure that Non-Conformance Reports (NCRs) and Deficiency Logs are documented and closed in a timely manner.

* Support closeout documentation, punch list coordination, and O&M manual

* Lead quality control for complex federal projects ($7M-$35M+) or multiple concurrent task orders.

* Oversee development, implementation, and enforcement of project-specific QC Plans in accordance with USACE/NAVFAC requirements.

* Serve as the project's primary liaison with Construction Managers (CM)/Project Engineers, QA inspectors, and CORs for all matters related to quality compliance.

* Supervise and mentor a team of QCM I/II personnel across one or more project sites.

* Manage the Three-Phase Quality Control System (Preparatory, Initial, Follow-Up) across all definable features of work (DFOWs).

* Review and approve submittals, RFIs, and test reports; verify material/equipment compliance with specifications.

* Lead and document all required meetings with government representatives, including QC Coordination Meetings and Pre-construction Conferences.

* Oversee and maintain records in RMS/QCS or Procore, including daily QC reports, NCRs, deficiency logs, and photo documentation.

* Support commissioning, functional testing, and final inspections to ensure smooth project closeout.

* Assist in quality-related aspects of proposals, RFQs, and SF330 packages.

* Lead root cause analysis, corrective/preventive action plans (CAPA), and internal quality audits.

* Ensure all team members are properly trained and compliant with EM 385-1-1 and project-specific safety protocols.

Qualifications:

* 10-15+ years of progressive construction experience, including 5+ years managing quality control on federal (NAVFAC, USACE, GSA, VA) projects. Experience leading quality control efforts on projects valued between $10M-$35M+.

* Proven success leading QC efforts on high-value or complex federal projects or IDIQ/MACC contracts.

* Expert-level knowledge of EM 385-1-1, FAR/DFARS, UFCs, and federal construction specifications.

* Proficient with RMS/QCS, Bluebeam, Adobe, Project Management Software, and Microsoft Office Suite.

* Strong leadership, communication, documentation, and problem-solving skills.

* Ability to manage and mentor cross-functional QC teams and interface effectively with senior government officials.

Required Certifications:



  • USACE Construction Quality Management for Contractors (CQM-C) - required
  • OSHA 30-Hour Construction Safety Certification - required
  • EM 385-1-1 Site Safety Training - required or must be obtained prior to mobilization
  • CPR/First Aid
  • Security Clearance (Secret or higher) - preferred or ability to obtain
