Under general supervision, the Benefits Specialist will administer leaves of absence and process workers' compensation claims. Also, the Benefits Specialist is responsible for the daily administration of the employee benefits program and the point of contact for day-to-day operations of all group benefits.

Note: This is a project based position that is expected to continue until December 19,2025 or until the business need concludes, whichever occurs first. Employment in this role is not intended to be permanent, and the incumbent is expected to return to their regularly assigned position.

Essential Duties and Responsibilities

Within a team structure, this position will perform the following responsibilities:

Leave of Absence (40%)

  • Act as an advisor consultant with employees, supervisors and managers with respects to leave of absence designation, work status and return to work process.
  • Interprets and administers leave programs and policies to ensure administrative practices are in compliance with applicable federal and state laws such as HIPAA, FMLA, PDL, CFRA, ADA, USERRA and all other applicable regulations.
  • Approves and/or denies leave of absence requests based on relevant medical information and documentation provided by the employee.
  • Processes semi-monthly timesheets to include tracking of hours used/taken for employee and research discrepancies with payroll to determine accurate pay; coordinate payment during an unpaid leave.

Health and Welfare Plan Administration (30%):

  • Provides customer service to employees regarding benefit inquiries including eligibility, enrollment and resolution to benefits issues for all benefits plans, retirement plans and COBRA.
  • Troubleshoot benefit questions as they arise and coordinate/ administer all employee benefits for both salary & hourly employees (i.e. medical/dental coverage, vision and life/accident insurance.
  • Assist with annual open enrollment.

COVID-19 Case Management (20%)

  • Processes COVID-19 Cases, which includes the initial intake and follow up with employee and/or supervisor to obtain all required information.
  • Provides follow-up communication to employee and supervisor via email to summarize case details, and requirements to return, estimated return dates, and time sheet coding.
  • Creates a COVID-19 file for each case and adds all correspondence and documentation.

Workers Compensation and Safety Administration (10%)

  • First point of contact for all workers compensation claims. Handles first report of injury, filing claim, coordinating medical care and ensuring completion of all required documentation.
  • Partners with workers compensation adjuster to clarify claim information if needed.
  • Work with supervisors to arrange modified work duties based on accommodations and the return-to-work process.

Non-Essential Duties and Responsibilities

These duties include tasks that are required, but currently comprise of less than 5% of the daily workflow for this job:

  • Performs other benefit related duties as assigned.
  • Attend appropriate trainings, meetings, and seek out developmental opportunities.

Minimum Qualifications

  • Education: Bachelor's Degree
  • Experience: 3 years of benefits, leaves of absence and workers compensation administrative experience required.

  • Technical Requirements:
    • Must have intermediate knowledge of general office procedures and demonstrate excellent organizational and computer skills specifically in Microsoft Word, Excel, PowerPoint and Outlook.
  • Knowledge of federal and state laws.
  • Must have in-depth knowledge of compliance for Leave of Absences including FMLA , CFRA, PDL, Disability, Reasonable Accommodations and the ADAAA, Workers Compensation, USERRA, COVID-19.

  • Travel: Minimal travel required. Staff may choose any mode of transportation (driving, walking, bicycling, carpooling, etc.) to arrive to and depart from the location where attendance is required. Should a staff member choose to drive, the staff member must become an approved driver with CCRC prior to driving on behalf of CCRC. Approved drivers driving on behalf of CCRC may choose to drive a CCRC vehicle or own vehicle and must meet requirements to be an approved driver including holding and maintaining current auto insurance, current California Driver's License and receiving DMV clearance.
  • Work Schedule: Working a hybrid work schedule combining remote work and in office work environment; ambient temperature and noises, indoors when in office Work environment: Hybrid, mixture of working in an office work environment and working from home.
  • Background & Health Clearance Requirements:
    • Background & Health Clearance Requirements: Background requirements determined according to the requirements of the program(s) which the position will be supporting.
    • Background check required. As a grant-funded Agency supporting Children and Family Services, CCRC conducts background checks commensurate with the role to verify candidate qualifications (criminal history, employment history / experience, education, reference checks) and ensure grant compliance. Specific roles may have additional verification / clearance to the standard background check as part of the recruitment and selection process, including:
    • Live Scan Clearance / DOJ Fingerprinting: For positions working directly with the public in a child/ community care or child / community care adjacent setting (CA Health and Safety Code Section 1596.871 and/or Head Start Program Performance Standards 1302.90).
    • Health Clearance: For positions working directly with the public in a child/ community care or child / community care adjacent setting or working with "at risk" populations, CA Code of Regulations Title 22, *101216, CA Health and Safety Code 1596.7995, and/or Head Start Program Performance Standards 1302.93)
    • MVR / DMV clearance in accordance with CCRC's liability insurance provisions: For positions where driving is required.
    • Child Development Permit: For positions working in an educational capacity (California Education Code Sections 44242.5, 44340, and 44341)
    • CPR / Pediatric CPR certification: For certain identified positions working directly with the public in a child/ community care or child / community care adjacent setting (CA Health & Safety Code 1596.865 - 1596.866)
    • Federal Debarment Checks: For positions acting in a principal capacity to federal funds (Head Start Program Performance Standards 1304.11, Code of Federal Regulations Title 2 Grants and Agreements 2.180.320 and 2.180.995)

Preferred Qualifications

  • Education: BA/BS in Human Resources, Business Administration, or related field from Fouryear College or university preferred.
  • Professional/Technical Certifications: PHR or SPHR and CEBS certificates and accreditations.
