THE POSITION Washington County's Land Use & Transportation is now hiring a Senior Financial Analyst to join the Administrative Services Division! The Position The Senior Financial Analyst is a critical function within the department. This role supervises 3 Financial Analyst who manage budgets for Capital Project Services, Engineering, Traffic and Survey, and Operations and Maintenance divisions of LUT. This role share responsibility for budget development and monitoring, and department financial support to include: development of the fee schedule, department cost plan development, cash flow analysis on special and capital funds, state financial reporting, and annual asset reporting. In addition, t his role is responsible for interpreting budget requirements, following state budget laws and County budget compliance requirements, reviewing historical data, and predict future trends related to financial forecasting. Ideal Candidate Will have knowledge of: Public budgeting, fiscal management, and administration Governmental finance and accounting practices, principles, and procedures GAAP and GASB rules Principles, practices, methods, and techniques of financial analysis and forecasting Workday, Questica (cloud) Will have the skills to: Be a leader in managing financial data and budgets Be a self-starter with strong organizational skills Be solution-oriented, collaborative, strengths-based, and innovative approach Will have the ability to: Reconcile data and ability to present findings to a wide audience Understand and apply applicable Federal, State, and local laws Communicate effectively orally and in writing to convey information to others Exercise judgment in responding to and resolving complex issues Work accurately under pressure and time constraints Identify complex problems and review related information to develop and evaluate options and implement solutions Analyze, organize, and interpret data from various sources, draw logical conclusions and make appropriate recommendations Maintain and balance a variety of financial records, ledgers, accounts, and associated files Establish and maintain cooperative working relationships with individuals and groups who come from diverse backgrounds ESSENTIAL JOB DUTIES To review the complete classification and list of knowledge, skills, and abilities for this position, follow this link: Senior Financial Analyst MINIMUM QUALIFICATIONS Education and Experience: A Master's Degree in finance, accounting, economics, statistics, or a related field; AND two (2) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, which includes at least one (1) year of supervisory or lead worker experience spanning responsibilities in the defined principle duties of this position classification; OR A Bachelor's Degree in finance, accounting, economics, statistics, or a related field; AND four (4) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, which includes at least one (1) year of supervisory or lead worker experience spanning responsibilities in the defined principle duties of this position classification; OR An Associate's Degree in finance, accounting, economics, statistics, or a related field; AND six (6) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, which includes at least one (1) year of supervisory or lead worker experience spanning responsibilities in the defined principle duties of this position classification; OR Eight (8) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, of which at least four (4) years of this experience must be in the public sector and includes at least one (1) year of supervisory or lead worker experience spanning responsibilities in the defined principle duties of this position classification.
