SUMMARY

Supports the Director of Benefits in the strategic design, implementation, and administration of all employee benefit programs across the Johns Hopkins Health System. Ensures compliance with all applicable federal and state regulations, manages vendor relationships, and oversees the day-to-day operations of health and welfare programs. Collaborates with HR leadership, Finance, Payroll, and external partners to optimize benefits offerings that align with organizational objectives and support the attraction, retention, and engagement of a diverse and high-performing workforce.

ESSENTIAL FUNCTIONS



  • Partners with the Director of Benefits to develop and execute a comprehensive benefits strategy that aligns with the health system's mission, values, and total rewards philosophy.
  • Oversees the administration of all health, welfare, and ancillary benefit programs-including medical, dental, vision, life, disability, and flexible spending accounts-ensuring accuracy, compliance, and exceptional employee experience.
  • Monitors and analyzes plan performance, utilization, and employee feedback to assess program effectiveness and recommend plan design improvements or cost containment strategies.
  • Manages day-to-day relationships with benefits vendors, third-party administrators, and consultants; assists with contract negotiations, renewals, and ongoing performance management to ensure high-quality service delivery.
  • Ensures all programs comply with applicable laws and regulations (e.g., ERISA, HIPAA, COBRA, ACA, FMLA). Prepares and reviews filings and documentation such as SPDs, SBCs, and Form 5500s.
  • Develops and implements communication and education strategies to promote understanding and engagement with benefits programs, including open enrollment campaigns, intranet resources, and employee outreach initiatives.
  • Utilizes data analytics to produce regular reporting on benefit costs, trends, and effectiveness; supports forecasting, budgeting, and strategic planning efforts.
  • Leads, mentors, and develops a team of health & welfare benefit professionals; establishes performance expectations, fosters collaboration, and promotes a culture of service excellence and accountability.
  • Stays current on industry trends, legislative changes, and best practices; recommends innovative approaches to enhance benefit offerings and streamline administrative processes.
  • Partners across HR centers of excellence and operational leadership to ensure benefits programs are integrated with total rewards strategies and support the needs of all employee groups, including clinical and non-clinical staff.


Education:

Bachelor's degree in human resources, business administration, or related field.

Work Experience:

7+ years of experience in benefits administration

One year of relevant education may be substituted for one year of required work experience, or one year of relevant professional-level work experience may be substituted for one year of required education.

Salary Range: $44.98/hour - $78.73/hour. Compensation will be commensurate with equity and experience for roles of similar scope and responsibility.
