Purpose of Position

Leads the planning, performance, reporting and follow-up of royalty audits and compliance along with other assigned projects and tasks, under limited supervision. This position is responsible for ensuring the accuracy and integrity of oil and gas production and royalty data submitted by operators on University Lands. This role plays a critical part in safeguarding the financial interests of the Permanent University Fund (PUF) by auditing reported volumes, validating royalty payments, and ensuring compliance with lease agreements, Board for Lease Rules and the Texas Education Code. The selected candidate will be responsible for evaluating revenue enhancement opportunities and performing analytical assignments as needed including but not limited to commodity prices, modeling purchase agreement settlement terms and implementing the go forward royalty valuation resulting from royalty settlement agreements.

Essential Functions

  • Lead royalty audits, with limited supervision, and may independently lead routine or less complex projects.
  • Identifies appropriate operator contacts, prepares meeting agendas and related questions, demonstrates effective listening skills to gather information, and provides focused and reliable information to team members.
  • Lead the planning of royalty audits and may assist in conducting research to obtain background information. Identifies risks during planning and fieldwork with limited supervision. Develops audit objectives, scope, and work programs.
  • Analyze production and royalty reporting for discrepancies and anomalies regarding volumes and values. This includes a detailed review of operator run statements, percent of proceeds statements, purchaser contracts, and production reports to ensure compliance with University Lands' lease agreements, Board for Lease Rules, and the Texas Education Code.
  • Work with University Lands' Oil & Gas Analysts and operators to ensure reporting issues are corrected. This process will include analytical research and reconciling ledger balances to verify that appropriate royalties have been received.
  • Performs fieldwork activities and conducts operator interviews and other interactions independently or under limited supervision.
  • Documents work performed, prepares workpapers and other communications in a clear, concise, organized, and accurate manner. Arrives at supportable conclusions based on sufficient evidence documented in the working papers.
  • Independently documents initial observations and recommendations to Audit Team. Under limited supervision, communicates timely with clients to ensure identified issues are accurate.
  • Prepares draft audit reports with applicable observations and recommendations.
  • Sets deadlines for the assigned tasks and monitors own time to meet project deadlines. Timely communicates status to team. Provides clear direction to all team members on their assignments, encourages input from all team members, and provides evaluative feedback to team members in a timely manner.
  • May lead complex projects or participate in investigations under appropriate supervision.
  • Research and evaluate revenue enhancement opportunities.
  • Proactively collaborate with operators to ensure compliance with University Lands' rules and regulations.
  • Special projects arise periodically, and the Senior Financial Marketing Analyst must have the ability to prioritize tasks with a focus on providing customer service while meeting the timely completion requirements of any special project.
  • Other duties as assigned.
Knowledge, Skills & Abilities

  • Proficient with standard concepts, procedures, protocols, and methodologies within the oil and gas audit field.
  • Excellent interpersonal and communication skills, both written and oral.
  • Self-motivated with exceptional time and project management skills.
  • Ability to apply analytical and interpretive skills to problem solving.
  • Strong report writing experience, attention to detail, and organizational skills.
  • Proficiency with Microsoft Office suite and Power BI.
Required Qualifications

  • Bachelor's degree in accounting, finance, management, business administration, marketing, engineering or related field, with a minimum of seven years of related experience in the energy industry.
  • Each additional year of experience or education over the required minimum may substitute on a year-for-year basis.
Preferred Qualifications

  • Certified Internal Auditor (CIA) or Certified Public Accountant (CPA)
  • Oil and gas audit experience

  • May work around standard office conditions.
Additional Information

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to a minimum of 20 hours per week and at least 135 days in length. Participation in TRS is mandatory.

A background check will be conducted on candidates under final consideration. The background check may include any or all of the following: criminal history check, prior employment verification, education verification, professional references check, and motor vehicle records check. Background checks are conducted by third-party vendors.
