Description The Alabama Medicaid Agency (AMA) has embarked on a major transition from a monolithic system with 14 different business functions to an interoperable, modular system based on a Service Oriented Architecture (SOA). This multi-year Medicaid Enterprise Modularity project will include working with multiple vendors and may include multiple project methodologies. The project must comply with the Center for Medicare and Medicaid Services standards and requirements such as the Medicaid Information Technology Architecture (MITA), Medicaid Enterprise Certification Lifecycle (MECL), Outcomes Based Certification and the Medicaid Enterprise Certification Toolkit (MECT). The PMO Vendor has already joined the project, and this Vendor is responsible for defining requirements, managing the project, defining the Medicaid enterprise and organizational change management. To oversee the quality and testing efforts, AMA has established an Enterprise Quality Program (EQP) to support and implement AMMP's quality goals and is seeking a Enterprise Quality Program Manager to support the MES Modularity project. Enterprise Quality Program Manager will be responsible for the success of the Alabama Medicaid Agency, Medicaid Enterprise Systems testing program and will be responsible for planning, procuring testing services, vendor management, and the overall test effectiveness of the program. This person is also responsible for overseeing the PMO vendor's Quality Management Plan. AMMP Enterprise Quality Program (EQP) Program Manager to report to the MES Associate Director and be the AMMP lead for all quality assurance and testing aspects of Medicaid Enterprise System (MES) program. Specific EQP Program Manager job requirements include the following: * Serve as the MES Enterprise Quality Program Manager and work closely with AMA support organizations that are responsible for critical areas such as operations & infrastructure, security, data governance, privacy, and project management to ensure MES quality assurance and testing program operate at a high level of proficiency. * Act as a trusted partner with Contractors and Agency managers to ensure testing outcomes reach program goals and key initiatives SOW - Enterprise Architect Medicaid Enterprise Systems (MES) Page: 2 of 3 achieve desired results. Develop, design and oversee metrics and key performance indicators that provide insight to the health of the quality assurance program. * Perform Test Director activities. Experience in developing, implementing and evaluating a multi-phase Enterprise Test Strategy Experience developing software tests for functional, performance and regression testing that include automated, ad-hoc, and manual testing elements. Strong understanding of Azure Dev Ops operations, functions and features. Strong knowledge of testing Web-based applications. Strong test planning and test case development skills. Knowledge of Systems Development Life Cycle. * Oversee the MES quality assurance program. Demonstrates a strong understanding of Software Design Patterns, object-oriented programming and agile methodologies associated with testing. Ability to oversee and integrate with multiple test teams for testing individual modules and end to end testing for MES solutions. Collaborate with subject matter experts and program managers to scope opportunities, identify constraints, and mitigate risks specifically but not limited to testing. Knowledge of version control concepts and management software. Specific Requirements: Required Experience: * 7 - 10 years quality assurance and test management experience * 3 - 5 years developing test strategies for complex business applications and systems * 3 - 5 years of experience with large multi-vendor projects or teams * 3 - 5 years of experience working with sr management and key stakeholders * Excellent written and verbal communication skills to relate quality assurance concepts and testing theories to non-technical audiences, and to interact professionally with a diverse group of executives, managers, and subject matter experts. * Extensive knowledge of all MS-Office products with strong MS-Excel, Word, PowerPoint, and SharePoint skills. Candidates that do not meet the required experience will not be considered. Experience Level Expert Level Job Type & Location This is a Contract position based out of Montgomery, AL. Pay and Benefits The pay range for this position is $75.00 - $83.00/hr.
