Responsibilities

**This position is located in St. George, LA**

The Emergency Management Coordinator assists the Mayor and the Program Director in developing, implementing, and managing emergency management programs for the City. The position focuses on disaster preparedness, mitigation, response, and recovery, collaborating with various agencies and organizations. The EM Coordinator may also be responsible for training and exercises, grant management, public education and outreach.

Nature of Work

This position will report to the Emergency Management Director, Mayor and Program Director. This position works closely with the Chief of Police and Municipal Public Safety Coordinator. This position works closely with law enforcement, fire, emergency medical services, public works, utility providers and other community stakeholders to coordinate response efforts, assess risks, and maintain public preparedness initiatives.

Key Responsibilities:

    Develop, coordinate, implement, evaluate and update emergency operation plan, continuity of operations plan, hazard mitigation plan, policies, and procedures for various hazards.
  • Coordinates with various agencies, departments, and community groups to ensure effective emergency response.
  • Assist in the development of Standard Operating Procedures and training of staff for emergency response and in the management of records.
  • Develop, coordinate and host exercises and drills to train city staff in preparedness and emergency response procedures. Develop After Action Reports (AAR) and Corrective Action Plans (CAP).
  • May be responsible for identifying, applying for, and managing grants related to emergency management.
  • Develops and delivers educational materials and outreach programs to inform the public about emergency preparedness.
  • Develop, assess and prepare reports in compliance with national standards.
  • Evaluates the effectiveness of emergency management programs and identifies areas for improvement.
  • Maintains clear and effective communication with all stakeholders during emergencies and non-emergency situations.
  • Serve as the Emergency Operations Center Manager in the absence of the designated administrators.
  • Collects and analyzes data related to emergency events and prepares reports.
  • Serves as a liaison between the organization and external entities, including government agencies, other organizations, and the public.
  • Assist in maintaining website content and other communication tools regarding potential disasters, threats and emergencies.
  • Other duties as assigned by the Program Director or Mayor.

Office Administrator (25%)

Key Responsibilities:

  • Onboard all new employees and facilitate HR functions locally.
  • Handle confidential information with discretion, including personnel records and sensitive communications.
  • Ensure the office complies with safety and legal requirements.
  • Facilitate all work-related accidents and/or incidents.
  • Provide direct administrative support to department heads and elected officials as required.
  • Manage local fleet.
  • Coordinate with the Program Director regarding 311 calls/work orders. Evaluate whether EBR will conduct work and bill us or we send it to a contractor.


Qualifications

  • Bachelor's degree in emergency management, homeland security, public administration, or a related field. A combination of experience and education may be substituted for the bachelor's degree.
  • A minimum of 5 years of experience in emergency management, public safety, or a related field.
  • Louisiana Emergency Manager certification is required.
  • Completion of IS-100, IS-200, IS-700b and IS-800c is required.
  • Knowledge of emergency management principles, policies, and procedures.
  • Strong communication, interpersonal, organizational and problem-solving skills.
  • Ability to lead and remain calm under pressure and make sound decisions in high-stress situations.
  • Ability to analyze data, assess risks, and develop effective solutions.
  • The Emergency Management Coordinator is considered essential personnel and is required to be present or on-call during emergencies or disasters.

  • Ability to lift and carry up to 50 pounds regularly.
  • Ability to work outdoors in varying weather conditions, including extreme heat, cold, and inclement weather.
