Ellumen is seeking an experienced Program Manager to support an upcoming contract supportint a comprehensive Training Modernization Initiative to enhance the effectiveness, accessibility, and impact of its workforce development programs. This multi-year effort focuses on designing and implementing immersive, learner-centered training solutions that improve performance, support operational excellence, and align with the safety and service mission.

The Project Manager & Lead Instructional Designer will play a key leadership role in delivering these outcomes.

Position Summary

The Project Manager & Lead Instructional Designer will oversee the end-to-end design and implementation of learning solutions. This individual will lead cross-functional teams, manage project milestones, and ensure training content is instructionally sound, data-driven, and aligned with Metro's technical competencies and workforce goals.

Major Duties and Responsibilities

  • Lead all instructional design activities from concept through delivery.
  • Collaborate with SMEs and leadership to define measurable learning objectives.
  • Manage project timelines, risks, and deliverables across multiple workstreams.
  • Conduct and oversee quality assurance reviews for all training content.
  • Serve as the primary point of contact for Metro's COTR/Project Manager.
  • Communicate project updates, status, and performance metrics to stakeholders.
  • Support the development of training evaluation frameworks and continuous improvement.


Minimum Qualifications

  • Master's degree in Instructional Design, Education, or related field
  • US Citizen with the ability to obtain clearance (Active clearance preferred).
  • 7+ years of instructional systems design experience
  • 4+ years of project management and stakeholder engagement experience
  • 2+ years leading instructional or technical teams
  • Expertise in ADDIE methodology and adult learning theory
  • Proficiency with Adobe Captivate (Classic/New)
  • Knowledge of WCAG 2.2 accessibility standards
  • Strong communication skills with senior leadership


Preferred Qualifications

  • PMP or equivalent project management certification
  • Experience with transit or technical workforce training
