Summary:

The Oracle HCM Program Manager in the Office of the Chief Information Officer (OCIO) is a strategic leader responsible for guiding the organization through the successful implementation of Oracle HCM Cloud. This role provides critical leadership across all phases of the implementation lifecycle, ensuring alignment with business objectives, stakeholder requirements, and enterprise architecture. The Oracle HCM Program Manager collaborates closely with IT and HR leadership, system integrators, and business stakeholders to manage scope, mitigate risks, and deliver a scalable and sustainable HCM solution.



Responsibilities

Primary Responsibilities:

    Lead the end-to-end implementation of Oracle HCM Cloud, including planning, execution, testing, and deployment.
  • Develop and maintain program charters, implementation roadmaps, and success metrics aligned with HR and enterprise goals.
  • Coordinate with Oracle implementation partners, internal IT teams, and HR stakeholders to ensure timely and effective delivery.
  • Manage interdependencies across HCM modules such as Core HR, Payroll, Talent Management, and Benefits.
  • Oversee data migration, system integration, and configuration activities in collaboration with technical teams.
  • Establish governance structures to support decision-making, issue resolution, and change control throughout the program.
  • Ensure compliance with security, privacy, and regulatory requirements during implementation.
  • Track and report on program performance including scope, schedule, budget, and business value realization.
  • Facilitate executive steering committee meetings, stakeholder updates, and readiness assessments.
  • Partner with change management and training teams to drive user adoption and organizational readiness.
  • Serve as a subject matter expert and advisor on Oracle HCM Cloud capabilities and best practices.


Qualifications

Job Requirements:

  • Bachelor's degree in Business, Information Technology, Engineering, or a related field (or equivalent experience)
  • 10+ years of progressive experience in project and program management, with demonstrated success delivering enterprise-wide initiatives
  • 3-5 years of experience directly managing large-scale programs in a complex, matrixed environment
  • PMP and/or PgMP certification preferred; familiarity with Agile, Waterfall, and hybrid methodologies
  • Experience managing both technical and business-oriented initiatives
  • Familiarity with program financials, resource planning, and vendor management

Knowledge:

  • Deep expertise in program and project lifecycle management, including Work Breakdown Structures (WBS), critical path planning, risk mitigation, and scope control
  • Strong understanding of enterprise technology environments, IT service delivery models, and digital transformation strategies
  • Proven ability to coordinate across multiple projects with competing timelines and priorities
  • Advanced knowledge of tools such as Asana, Smartsheet, Jira, or MS Project
  • Excellent stakeholder engagement and communication skills, with the ability to translate complex topics for executive audiences
  • Strong leadership and influence capabilities; able to drive outcomes without direct authority
  • Experience with organizational change management and business process transformation

Working Conditions:

  • Travel required: <5% (Primarily domestic)
  • Telecommuting option: Hybrid (4 days in office per week)
