POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

The Command Communications Department (CCD) provides essential administrative support to the scientific, technical, and administrative communities of the Navy. It provides a broad range of technical and visual archiving and communication-related products and services to enhance and promote customer programs and operations.


The Aircrew Electronic Warfare Tactical Training Range (AEWTTR) Integrated Product Team (IPT) has been designated, by the Naval Air Systems Command (NAVAIR), to develop, sustain, and upgrade training systems aimed to improve aircrew lethality and survivability. Training systems include threat simulators, radars, and training instrumentation capable of operation in the Network-Centric Warfare and Battlespace environments. In order to maintain the warfighters' relevancy, these complex systems are continuously modified and modernized to provide realistic battlefield scenarios.


Technical Writer III tasking shall be performed at NAWCWD, China Lake, CA.


The Technical Writer III will:



  • Uuse Government-provided document management system to store and track all working files and final deliverables and participate in document reviews and implement feedback from the Government and stakeholders in a timely manner. Additionally, the Contractor shall accurately capture and track Action Items (AIs) and key decisions made during meetings, distribute summaries and follow-ups as required to the relevant stakeholders.
  • Use Government furnished data to design and develop high-quality technical visual communication products that include but are not limited to the following: presentations, posters, illustrations, animations, logos, operational view and battlespace scenario visuals, in addition to other visualizations and branding standards and guides. This includes obtaining requirements from customers and creating draft concepts for approval prior to final production of items. In addition to the visual communication aspect of the products, the Contractor will ensure all text and written material within is free from error and appropriately communicates the intended messaging to the audience in conjunction with the created visuals. The performance and tasking will require the Contractor to operate both Mac and Windows computers, Xerox and other comparable printers and scanners, and accomplish work in various software such as Adobe Acrobat, Adobe Illustrator, Adobe InDesign, Adobe Photoshop, Microsoft Word, and Microsoft PowerPoint, Microsoft Teams, Microsoft SharePoint.



  1. Will attend high-visibility strategic meetings with senior leadership to document and understand organization vision and instruction to allow the Contractor to design and develop appropriate visual communication products and branding strategies and tactics. They will work with senior leadership in an iterative process to include a feedback loop back through leadership from stakeholders, to help refine and create visual communication products for the organization that are engaging and effective.
  2. Will perform a variety of communication and public affairs functions in support of senior leadership and in conjunction with the high-quality and engaging visual communication products the Contractor will be designing and developing. These functions include but are not limited to the following: helps establish and maintain mutual communication between senior-leadership organizations and their internal and external audiences, ensure accuracy and adherence to all required standards and editorial and security policies within the Command and broader organizations, and assist in the review and clearance of all produced materials in conjunction with the appropriate Public Affairs Office or necessary stakeholders or governing bodies.





REQUIRED QUALIFICATIONS AND EXPERIENCE:

Requirements:




  • Ability to work independently and sometimes under pressure of critical deadlines and high-priority and high-visibility projects.
  • Proficient and practiced technical experience in technical and visual communication software such as Microsoft PowerPoint and potential other graphics and illustration software such as Adobe InDesign, Illustrator, and Photoshop.
  • Ability to operate proficiently utilizing Windows Office suite of software to include Microsoft Word, Excel, PowerPoint and Outlook, as well as TEAMS
  • Degree in communications, technical writing, and/or visual communication or related degree for requirements (i.e., graphics, public relations, etc) OR experience to appropriately qualify.
  • Valid driver's license and appropriate vehicle insurance.
  • Ability to travel less than 10% of working hours
  • Ability to work full-time on-site at NAWS China Lake, CA
  • Communicate effectively orally and in writing
  • Interact professionally with the highest levels of leadership within the organization
  • Ability to get and maintain a SECRET clearance.
