Job Title: VA GPD Program Manager

FLSA Status: Full Time - exempt
Reports to: Social Services Director

Schedule: 40 hours weekly: on call

Rate of Pay: $65,000

Closing Date: 11/26/2025

Function

The VA-GPD Program Manager oversees all aspects of the VA Grants Per Diem Program and staff within The Salvation Army Corps in Colorado Springs, ensuring high-quality service delivery, compliance, and program effectiveness. This position aligns with our mission to ensure a positive, safe, and Christ-centric atmosphere throughout Social Services, expecting all staff to participate in accomplishing The Mission of The Salvation Army.

Duties and Responsibilities

Main Responsibilities



  • Responsible for the direct implementation of the VA Grants Per Diem Program
  • Responsible for the direct supervision of VA Grants Per Diem Program Staff: VA-GPD Program Lead, VA-GPD Case Managers (3), VA-GPD Alumni Case Manager; Resident Manager, VA-GPD Data Analyst



Main Duties



  • Oversee daily operations of VA Grants Per Diem Program.
  • Provide technical assistance to the Finance Department in maintaining grant financial compliance
  • Oversee expenses, monitor costs, keep the program within budget, and process receipts.
  • Oversee, edit, and approve timecards for direct reports.
  • Serve as Hiring Manager for VA-GPD Program Staff; train, terminate, and complete written warnings as deemed appropriate.
  • Responsible for monitoring VA-GPD Grants, compliance adherence and completing timely and accurate billing for services provided.
  • Assists with the preparation of grant application renewals to funding sources.
  • Holds bi-monthly in-person supervision with direct reports
  • Develop policies and procedures to support effective delivery of services
  • Ensure completion and submission of required reports for VA-GPD Grant
  • Act as Liaison between Veteran Affairs Representees/affiliates and The Salvation Army
  • Serve as the Subject-Matter Expert on all VA-GPD Grant matters
  • Assign Participants to Case Managers at a 1:15 ratio and based upon Program needs
  • Create and conduct reviews for direct reports.
  • Attend special events related to VA-GPD Program including Stand-Down events, local government and disaster housing response meetings
  • Responsible for maintaining program metrics and standards as outlined in grant regulations
  • Participate in training and continuing education to remain abreast of current industry knowledge and changes that impact programs
  • Ensure that all client files, both hard copy and digital, are well-kept and audit ready for internal purposes, governmental review or VA inspections.
  • Maintain integrity of all programming types (Low Demand, Bridge, Service-Intensive Transitional Housing) on Rio and Yuma Campuses
  • Respond to Emergency On-Call residential concerns within Program guidelines.
  • Help the grant writer when it's time to write our GPD grants.
  • Other duties as assigned



Education, Experience, Skills, Qualifications



  • Education/Experience


  • Bachelor's degree in the human services field required
  • Minimum of three years in Case Management
  • Past Military experience preferred

Driving

If the position requires driving:



  • A minimum age of 21 (for insurance provision) and possession of a valid in-state driver's license is required.
  • An MVR will be processed every year in accordance with The Salvation Army's policies.


Background Check



  • Continued employment will be contingent upon a biennial (every two years) background check that is processed in accordance with The Salvation Army's policies.
