This is a UC San Diego Internal Recruitment open to UCSD Health System Facilities Planning & Mgmt Staff Only As a member of the Facilities Planning, Design, and Construction Team, this position serves as an advanced level role responsible for administering complex construction contracts for UCSD Health capital projects and requires advanced expertise in construction contracting, contract law, negotiation, risk management, and compliance with public contracting regulations and UC policies. The position works closely with Project Managers, FPDC and UCSD Health leadership, UCSD Campus, and UCOP Legal to ensure contracts are properly recruited, structured, executed, and monitored; ensuring all contracts comply with University policies, applicable regulations, and public contracting codes. Key responsibilities include:- Lead the drafting, review, negotiation, and issuance of highly complex or customized construction and professional service contracts and procedures for UCSD Health.- Provide advanced leadership in managing end-to-end competitive procurement processes for multiple departments within UCSD Health, including developing RFP specifications, planning procurement schedules, facilitating pre-proposal/recruitment and bid activities, guiding evaluation teams, preparing award recommendations, and overseeing contract compliance, amendments, and negotiation strategies.- Provide advanced consultation and guidance on contract language and interpretation, consulting with UC Legal/General Counsel to ensure compliance with UC policies, public contracting laws, and healthcare regulatory requirements.- Advise and lead departments and project teams on the execution of specialized agreements, contracts, and recruitments, ensuring comprehensive business, legal, policy, and healthcare compliance review.- Evaluate, qualify, and select contractor sources, ensuring competitive procurement that meets healthcare-specific safety, regulatory, and operational standards.- Determine and verify required insurance coverage, including healthcare-specific risk and safety requirements, ensuring all contractor documentation is accurate and compliant.- Lead staff training and foster an effective, collaborative team environment. The successful candidate will demonstrate strong communication skills across multiple platforms, a high level of problem-solving ability, and a commitment to continuous learning within the healthcare construction environment. They must be able to collaborate effectively with Project Managers, Planners Facilities teams, multiple Health departments, UCSD Campus, Legal, leadership, and other UCSD Health stakeholders to support complex capital projects and ensure contracting practices align with healthcare regulatory, operational, and compliance requirements. MINIMUM QUALIFICATIONS
Pay Transparency Act Annual Full Pay Range: $97,200 - $182,000 (will be prorated if the appointment percentage is less than 100%) Hourly Equivalent: $46.55 - $87.16 Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
