JOB SUMMARY

The Senior Buyer/Planner is responsible for planning, sourcing and procurement of materials, components, assemblies, and MRO items to meet Doble's global demand requirements. The Senior Buyer/Planner reports to the Purchasing Manager and will initiate purchase orders for these materials and/or services to meet the needs of the organization. These parts and services are to be secured at cost, quality, and delivery timeframes required to meet demand and in line with policy and performance standards. Perform daily activities to support the Purchasing department including procurement, expediting and part selection based on engineering documentation, return material authorizations, and purchase order processing.

ESSENTIAL JOB FUNCTIONS



  • Generate MPS required to execute MRP, validate demand and initiate purchase orders for materials and/or services to meet the required schedule.
  • Maintain master data required to plan and execute MRP.
  • Coordinate the planning of jobs and procurement goods to meet demands.
  • Negotiate and track PPV, enforce costs and conditions with all associated suppliers.
  • Analyze and report changes in MRP detailing the effect of changes to established programs.
  • Confer with internal and external suppliers to obtain product/service information such as price and delivery schedule.
  • Review order acknowledgements and address discrepancies.
  • Functions with various departments and levels within a manufacturing organization as well as the supply base.
  • Perform data entry of purchase orders, assist with production, distribution, and filing of PO's, research discrepancies, maintain files in compliance with ISO procedures, and other duties.
  • Related duties assigned by and will be reporting to the Purchasing Manager.
  • Perform inventory analytics including E&O and I/O including the disposition of said inventory.
  • Provides status to production control as required for scheduling purposes.
  • This position requires participation and decision-making latitude for the following: ECN analysis, approval and implementation, work in process disposition, procurement metrics, supply chain ISO procedures where appropriate, and process improvements and implementation.


QUALIFICATIONS

EDUCATION:



  • Bachelor's degree preferred and/or equivalent experience such as a broad manufacturing background of at least 5-10 years of experience will be considered.


REQUIRED EXPERIENCE:



  • Ability to solve practical problems and deal with a variety of changing situations under stress.
  • Strong people skills requiring the ability to resolve conflicting interests and obtain cooperation.
  • Excellent multitasking skills and the ability to be proficient at time management, computer skills, systems operations as related to procurement, related software, and knowledge of purchasing, planning, accounting processes required.
  • Excellent oral and written communication skills and high degree of accuracy and attention to detail.
  • Understanding inventory control, SIOPS and demand management.
  • General understanding of fiscal management relating to material planning, procurement, and inventory control.
  • Ability to read and interpret technical drawings and product specifications.
  • Must thrive in a deadline-driven, fast-paced team environment.
  • Must be able to compile facts from various areas, analyze data, and provide informed recommendations to management.
  • Demonstrates skills as an experienced professional with a full understanding of industry practices to resolve a wide range of issues in innovative as well as practical ways.
  • Proactively organize and prioritize tasks resulting in consistent productivity.
  • A self-starter able to work independently or as part of a team and comfortable interfacing with both upstream and downstream customers.
  • Customer focused.
  • Experience performing global sourcing and procurement of complex electronic and mechanical components.
  • Working experience in coordinating outsourced manufacturing. Day to day firsthand experience working with contract manufacturers and direct order fulfilment.
  • Broad knowledge of Purchasing and Material Planning theories, principles, and practices.
  • Experience with planning, forecasting and demand management with contract manufacturing.
  • Ability to comprehend, communicate and ensure implementation of ECNs with CM's.


PREFERRED EXPERIENCE (Not Required):



  • Experience with global procurement/supply chain and collaborating with multi-national suppliers is a plus.
  • Proficient with MS Office Suite. (MS Word, MS Excel, MS PowerPoint, MS Project, MS Visio)
  • Direct experience with ERP, and material planning systems (Knowledge of Business Central a plus).
  • APICS or CPIM certification
  • Total quality management

While performing the duties of this job the employee is often required to stand, sit, use computers, read, write, type, use copy machines, file paperwork, use telephones, and utilize written and oral communication to interact with clients, co-workers, and customers. Actual base salary offered to the hired applicant will be determined based on their work location, level, qualifications, job related skills, as well as relevant education or training experience.
