POSITION OVERVIEW:

The Solutions Architect (SA) plays a critical role in shaping ITC's technical solutions for new business pursuits. This position leads the development of compelling, compliant, and customer-focused technical content for prime proposals-translating SOW and RFP requirements into clear, achievable solutions and serving as the technical volume lead for major bids.

The SA defines and develops IT approaches, architectures, features, and solution strategies as part of the proposal lifecycle. They guide both small and large teams in developing high-quality technical content, providing structure, coaching, and refinement throughout color team reviews. The SA reports to the VP of Technology & Innovation and collaborates closely with Capture Managers, SMEs, and proposal teams to align solutions with ITC's capabilities and growth strategy.

This role supports ITC's new business pipeline, recompetes, and teaming partner opportunities, while engaging directly with technical experts to develop strong, differentiating solutions. The SA may attend technical conferences and participate in oral presentations as a technical advocate for ITC. Staying current with emerging technologies and industry trends across all core ITC service areas is essential.



Responsibilities

RESPONSIBILITIES:

    Collaborate with the Capture Manager for each proposal to understand client needs, technical requirements, and service expectations.
  • Develop technical solutions for complex bids-crafting innovative, value-driven approaches for both existing and emerging markets.
  • Provide architectural governance and ensure alignment with ITC's service lines and strategic goals, developing reusable, end-to-end technical content and solution frameworks.
  • Assess current-state architectures, define practical and forward-looking solutions, scope required effort, and provide clear technical direction and writing.
  • Partner closely with program managers, developers, engineers, administrators, and other technical SMEs to gain a deep understanding of IT solutions and translate them into high-quality proposal content.
  • Work with the New Business team to translate customer needs into actionable solution concepts and produce the full technical approach for each bid as the technical volume lead. Support the Senior Proposal Director with outline development and response planning.
  • Provide writing guidance and direction to the technical writer and oversee solution development from concept through final proposal delivery.
  • Facilitate and advise on cross-product IT architecture reviews, including planning, designing, and implementing cohesive technical solutions.
  • Conduct technical evaluations of IT products and approaches and provide insight into the technology roadmap-including modernization, migration strategies, and transition from legacy systems.
  • Stay current on industry trends, standards, and emerging technologies, incorporating relevant advancements into proposal solutions and recommendations.
  • Attend technical conferences, vendor events, and industry days to support upcoming opportunities and maintain awareness of market developments.
  • Perform additional duties and support special projects as required.


Qualifications

REQUIRED:

  • Minimum 5-10 years of experience leading, developing, and writing technical approaches for federal proposals
  • Bachelor's or Master's degree in Computer Engineering, Information Technology, or a related field
  • Ability to work in a fast-paced environment and manage multiple priorities effectively
  • Proven experience as a Solution Architect supporting federal IT contracts, including developing technical and management solutions, preparing CONOPS, creating solution graphics, storytelling, identifying solution strengths, structuring proposal content, and leading technical and management volumes
  • Strong and diverse technical skillset with the ability to research, understand, and adopt emerging technologies and methodologies (e.g., DevOps, Cloud, Application Development, Infrastructure Engineering)

Writing Skills

  • Excellent technical writing skills bring knowledge and understanding of various technical disciplines into a compliant and well-written proposal, use cases, and white papers.
  • Experience and familiarity with major federal government technical acquisition/procurement strategies and government proposal processes (RFI, RFP, RFQ, IDIQs, BPAs, and Oral Presentations), in a full and open competition environment.
  • Must be able to write technical approach sections and lead technical volumes of proposals, take ownership of the sections, and work with technical teams, if available, to develop responses both internally and with teaming partners.
  • Brings knowledge and understanding of critical federal IT initiatives in agile, cloud, IT modernization, cybersecurity, data analytics, DevOps/DevSecOps, and industry trends.
  • Ability to apply technical knowledge to design and develop complex cloud and applications solutions

Management and Leadership Skills

  • Brings strong management and organizational skills, an eye for detail, and the ability to meet deadlines.
  • Capable of interviewing and working with technical SMEs to complete technical sections of proposal responses, white papers, and use cases.
  • Must be able to work with varying personalities and work styles across the team successfully.
  • Brings excellent communication and leadership skills to support facilitating and leading technical solution sessions and communicating technical topics to multiple audiences, including management, peers, customers, and non-technical audiences.
  • Support strategic planning and IT development requirements for ITC services.

  • Experience developing solutions for federal agencies that include DHS and DOJ
