Salary range is $21.63/hour to $54.32/hour, with a midpoint of $37.02/hour. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market. GENERAL PURPOSE: Under general supervision, performs technical and administrative human resources functions and support for the Talent and Organizational Development activities. Provides day to day support to the training staff including training administration, certification and compliance, external vendors, and performance management. Manages our tuition reimbursement program and any other special projects/programs assigned; and provides specialized human resources related information and assistance to agency staff and the general public. ESSENTIAL FUNCTIONS: The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
- Serves as the subject matter expert for the overall LMS system, trains staff on the use of the system, administers enrollment and registration processes, creates appropriate training programs for the system and reporting needs; partners with HR staff for integration opportunities from the HR Management System (HRMS) to the LMS for accurate employee records. Trains agency users on the appropriate use of the LMS.
- Provides coordination and logistics support for all agency wide trainings (40+ courses) and the two trainers. Exhibits strong customer focus and keeps all stakeholders informed of progress on a regular basis. Updates training and certification and compliance records. Supports trainers with administrative tasks such as invoice payments and managing contracts and purchase orders.
- Supports the team in managing and administrating the learning management system (LMS) this includes scheduling and administrating courses, printing course rosters, updating training records, training and supporting other departments on how to use the LMS as well as providing data and reports to our customers.
- Manages the tuition reimbursement program for the agency. Maintains and refines the tuition reimbursement process and helps employees to correctly follow the process.
- Works in partnership with recruiters to develop roster for NEO. Schedules all stakeholders, presenters and rooms for NEO. Updates Agency Wide Training calendar as needed to keep a rolling calendar of at least one NEO per month as needed for new hires. Prepares training room(s) with packets, equipment set-up and take down. Manage new employee onboarding processes and confirmation of completion for each new hire.
- Serves as the single point of accountability (SPA) for training announcements, fliers, training updates and main contact for enrolling in training opportunities. Tracks course evaluations after each class, prepares a course feedback report from the responses, and follows-up with no-shows as needed.
- Serves as the key liaison with external instructors and consultants, makes security accommodations for their arrival, equipment set up, material presentation and remain available for their potential needs and questions.
- Serves as the SPA for securing rooms for trainings and team off sites, both on and away from Sound Transit "campus." Partners with venue personnel for room set-up, special meal requests, take-down, etc. Drop off and/or pick up supplies at off-site venues as requested. Source new venues (low cost or free to Sound Transit). Assists in travel to and from venue, including off sites as requested.
- Maintains the HR library in collaboration with ST librarian; orders new materials as requested to add to the library.

MINIMUM QUALIFICATIONS: Education and Experience: Bachelor's degree in the area of Human Resources, Business Administration, Computer Science or a closely related field. Three years of experience using HRIS and LMS systems. Strengths in Training and Development, HRIS & data management, Organization Development; Or an equivalent combination of education and experience. Experience with LMS system conversions along with course administration preferred. Required Knowledge and Skills:
- Basic principles, practices, and standards of human resources administration in assigned areas.
- High level of computer literacy including working knowledge of Microsoft Excel, Word, Outlook, PowerPoint, Visio, and SharePoint, HRIS systems (preferable EnterpriseOne) and LMS systems.
- Operational characteristics, services and activities of assigned functions, programs and departmental operations.
- Work organization and office management principles and practices.
- Customer service and public relations methods and techniques.
- Communication techniques and strategies to facilitate responding to inquiries and routing calls and customers to the appropriate staff member.
- Basic recordkeeping, bookkeeping and mathematical knowledge and ability.
- Methods and techniques of proper phone etiquette.
- Principles of business letter and report writing.
- Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets and statistical databases.
- Demonstrating a positive customer service orientation with both internal and external clients.
- Establishing and maintaining effective working relationships with other agency staff, management, vendors, outside agencies, community groups and the general public.
- Performing responsible and difficult administrative support duties involving the use of independent judgment, personal initiative, and resourcefulness.
- Administrating parts of the learning management system such as creating course, enrollment management, updating training records, creating reports, etc.
- Ability to work in a changing environment; must be self-motivated.
- Updating, editing and maintain the training SharePoint site on the intranet.

- Work is performed in a standard hybrid office environment.
