Position Purpose: The Imports and Regulatory Compliance Manager is an integral part of Petco's sourcing strategy and is responsible for managing all functions related to the clearance of imported goods through US Customs and other related government agencies.

This includes, but is not limited to determining proper tariff classification, duty, valuation and import regulatory compliance for more that 15% of the total corporate sourcing volume. Additionally, this individual manages the registration process and labeling requirements for all consumable goods with each state's department of agriculture, ensuring that Petco is in full compliance with all consumable labeling requirements and ensuring timely payment to each state for consumable products annually.

Must be a strong communicator to ensure a consistent message is sent across Petco's matrix organization regarding Harmonized Tariff codes, U.S. Customs record keeping requirements, and state regulatory requirements pertaining to Petco's import and consumable business

Job Description

Essential Job Functions: The incumbent must be able to perform all of the following duties and responsibilities with or without a reasonable accommodation.

- Monitor information flow of products specifications and sample products submitted from international vendors. Determine the proper HTS and Schedule B product classification for all existing and newly introduced SKUs.

- Manage Customs Brokerage House on-time performance for customs entry filing.

- Establish and maintain Standard Operating Procedures for Customs Brokerage House to follow.

- Act as main company contact to manage and maintain communications from State Department of Agriculture.

- Manage consumable product labeling requirements from all 50 States and the District of Columbia (Washington D.C.).

- Manage the registration & fee program for all 50 States and the District of Columbia (Washington D.C.).

- Develop and implement an import compliance and regulatory training program to drive an overall awareness through the Petco organization and drive accountability to those with responsibilities (e.g. Product Development team).

- Analyze and interpret CFRs 19/21/7, HTSUS, and existing/developing international trade agreements and prepare recommendations for merchandizing and product development teams as to the best cost while complying within Petco's ethical practices and quality standards.

- Direct the construction and maintenance of an electronic user platform which shares SKU and HTS data across the organization and to our customs brokers.

- Interact and collaborate with Product Development Managers to convey sourcing opportunities that leverage Free Trade Agreement and minimize duties rates for international sourcing initiatives.

- Establish the type of products to be registered: food, treats, rawhide, vitamins, minerals, oral medicines, etc. Communicate requirements to the Product Development team.

- Monitor filing deadlines are met for each state, coordinating with Accounts Payable for transfer of funds.

- Work with AAFCO (Association. of American Feed Control Officials) regarding labeling standards, obtain a copy of the AAFCO handbook.

- Develop strategic plans in concert with other department executive teams to ensure the Petco fully complies with state and federal regulations.

- Partner with Petco vendors, trade associations, in-house veterinarian, trade attorney, legal, USDA, and other experts on best practices for labeling and state registration.

- Determine requirements for import vs. domestic SKU.

- Determine methodology to have new SKU's added to SKU database. - Create product database for affected SKUs leverage 3rd Party Sourcing Agency.

- Review weight-base requirements for each state.

- Manage label database, photos of packaging with front and back product labels with legible ingredients and use database information to complete State registrations.

- Collaborate with internal audit to review bulk-food "rawhide bar" labeling and other signage to ensure they meet state requirements. Interact professionally, effectively and respectfully through verbal and written communication with all professional contacts with emphasis on company interests.

- Effectively create complex documents and reports using products within the Microsoft Office suite and other automated applications.

- Travel to visit local Petco stores or competitors for fact-finding, training or other meetings on an occasional basis.

- Independently prioritize and accomplish multiple tasks within established timeframes.

- Commit to quality animal care.

Supervisory Responsibilities: This position has direct supervision over one analyst.

Work Environment: The majority of job duties are conducted while seated indoors at a computer terminal, with little or no exposure to hazards. Occasional domestic and international travel is required.

Education (Required): bachelor's degree is required, An equivalent combination of relative working experience and education may be substituted. Certification (Required): Customs Brokerage License

Work Experience (Required):

Minimum of 15 years progressively responsible experience working in a similar role. Prior experience and working knowledge of Asian customs and export practices is required. The qualified candidate will have demonstrated consistently successful experience working with overseas or domestic agents, trading companies, and manufacturers, with an advanced working knowledge of imports and associated regulations and tariffs. The qualified candidate must be able to efficiently manage multiple projects at the same time, organize and track fine details of projects, communicate effectively verbally and in writing with International suppliers and work collaboratively in a team based environment. Proven advanced ability to use applications within Microsoft Office suite as well as advanced ability to extract and analyze data from databases and make appropriate recommendations having significant margin impact is required. Advanced business acumen, project management skills and leadership skills are also required. requires advanced and demonstrated knowledge and abilities in the following areas: - CFRs 19/21/7, HTSUS, and existing international trade agreements - AAFCO Requirements - Import compliance involving food and textile industries. - U.S. CBP Focused Assessment Program - Current FDA and USDA regulations - Import quotas, anti-dumping legislation, customs security initiatives

Work Experience (Preferred): Retail and Inventory Management experience is a plus.
