CostQuest Associates (CQA)

Position Description
As Legal Counsel at CostQuest Associates, you will play a key role in supporting the legal and contracting needs of a company deeply engaged in the broadband and data consulting ecosystem. In this role, you will work closely with our General Counsel and cross-functional business units to draft, review, negotiate, and manage a broad range of commercial, federal, and state agreements. With our work centered around data products, modeling tools, consulting services, and technology solutions, you will regularly handle data licensing agreements and help ensure that the company's contracting practices reflect compliance, clarity, and thoughtful risk mitigation.

This position is ideal for an early-career attorney who is eager to expand their expertise in government contracting, commercial transactions, and data-related legal frameworks. You will provide essential legal support throughout the contract lifecycle-from proposal and procurement stages, to negotiation, execution, and ongoing contract administration. You will also help interpret contract requirements, assist proposal teams with compliance considerations, and contribute to the maintenance of internal templates, clause libraries, and contracting playbooks.

Position Responsibilities:

  • Draft, review, and negotiate commercial agreements, federal and state government contracts, data licensing agreements, NDAs, SOWs, and vendor contracts.
  • Support proposal and business development teams with contract requirements, compliance terms, and risk assessments.
  • Interpret federal and state procurement regulations and contribute to compliant proposal submissions.
  • Monitor contract obligations, performance requirements, and renewal timelines.
  • Assist with the development and refinement of contracting templates, clause libraries, and internal processes.
  • Collaborate crossfunctionally with Legal, Product, Data, Operations, HR, and Finance teams.
  • Provide clear legal guidance that balances risk with business objectives.


Education:

  • J.D. from an accredited law school.
  • Active license to practice law in at least one U.S. jurisdiction.


Required Skills:

  • 3-5 years of experience working with contracts, procurement, or related legal work.
  • Familiarity with federal and state procurement regulations (e.g., FAR).
  • Experience drafting or reviewing commercial and/or government agreements.
  • Strong understanding of data licensing concepts preferred.
  • Excellent legal writing, analytical, and communication skills.
  • Ability to manage competing priorities and deadlines.
  • Strong attention to detail and comfort working in a dynamic environment.

  • Must be eligible to work in the United States.
  • Ability to pass required background checks and security requirements.
  • Occasional travel may be required depending on project needs.
