Description

Nemean Solutions, headquartered in Sierra Vista, AZ, is a certified SBA 8(a) Native Hawaiian Organization (NHO) and veteran-operated company providing advanced Military Intelligence, Enterprise and Cloud IT services, Cybersecurity, Special Operations Forces (SOF) Exercise and Training, and niche Program Support and Professional Services to Federal and State Agencies supporting the US Government Defense, Intelligence and Aerospace sectors.

This is a full-time temporary position with an anticipated duration of approximately seven (7) months.

Job Summary:

Serves as the dedicated technical liaison responsible for resolving roadblocks and challenges associated with migrating on-premise applications to the Azure government cloud in support of Marine Forces Reserve (MARFORRES) Information Management/Knowledge Management (IM/KM) operations. This position functions as a surge developer and subject matter expert who will identify, troubleshoot, and eliminate technical obstacles impeding cloud migration initiatives, to include connecting with Microsoft and HQMC, enabling the primary development team to maintain focus on coding activities and meet the August 2026 project deadline for the MFR T3 application replacement. The Program Manager will work remotely while maintaining daily communication with Marine Corps network organizations, the MFR IMKM team, and Microsoft engineers to ensure seamless application deployment within the Azure environment.

Essential Duties & Responsibilities:

  • Serve as Subject Matter Expert for troubleshooting full-stack application development within the Azure environment.
  • Support the design, development, and maintenance of both front-end (user interface) and back-end (server-side logic) components of web applications.
  • Troubleshoot development and implementation of databases, data storage solutions, and APIs for seamless data integration and retrieval.
  • Conduct and support unit testing, integration testing, and debugging to ensure application functionality and reliability.
  • Deploy applications to the Azure cloud environment (development, test, and production), managing configurations and ensuring security best practices are followed.
  • Perform Azure/Marine Corps Unclassified Network (MCEN-N) troubleshooting tasks to support software development requirements.
  • Rapidly diagnose and resolve complex Azure networking issues including NSG/firewall misconfigurations, asymmetric routing problems, DNS resolution failures, and SNAT port exhaustion.
  • Create and maintain technical documentation for all troubleshooting actions, including architecture diagrams, code comments, and user guides.
  • Provide regular updates on development progress, challenges, and proposed solutions to the on-site task manager.
  • Communicate with application users to address incidents, fulfill requests, administer changes, and resolve problems per established policies.
  • Escalate issues to management when appropriate and provide technical support and education for other team/staff members.
  • Collaborate with stakeholders to refine requirements and assist IT management and end-users to determine feasibility of potential systems projects.

Competencies:

  • Full-Stack Development exposure is desired.
  • Knowledge of Azure networking components.
  • Demonstrated ability to rapidly diagnose and resolve common but complex Azure networking issues including NSG/firewall misconfigurations, asymmetric routing, DNS resolution failures, SNAT port exhaustion, and IP address exhaustion.
  • Ability to communicate application capabilities and requirements to audiences of varying levels of Information Technology experience.
  • Ability to work within a team to create solutions to identified problems and shortfalls; willingness to learn user role/security administration functions of newer technologies.
Requirements

Minimum Requirements:

  • CompTIA Security+ or equivalent DoD 8570 IAT Level II certification.
  • Azure 900 or higher.
  • Hands-on experience with Azure government cloud environments and enterprise-level cloud migration initiatives.
  • Demonstrated experience managing Azure Virtual Networks, Network Security Groups, and hybrid connectivity solutions.
  • Proven track record troubleshooting complex networking issues in Azure environments.
  • Experience with full-stack application development including front-end, back-end, database, and API development.
  • Experience deploying and maintaining applications in cloud environments with security best practices.
  • Experience working with DoD or federal government IT systems preferred.
  • Understanding of Marine Corps policy writing (not required immediately upon contract award but expected to develop).

Security Clearance:

  • DoD Active SECRET Level Clearance Required.

Travel Requirement:

  • Approximately 10% - 15%

The pay range listed represents a good-faith estimate, in accordance with pay transparency requirements, and may vary depending on the candidate's experience, education, and other job-related factors.
