SUMMARY:

Reporting to the Director of Payroll Operations, assigns and directs payroll services and operations for Brown University Health and its affiliates via automated systems. Directs payroll staff to ensure data accuracy, timeliness of payroll processing and compliance with established policies, procedures and state and federal regulations. Compiles and analyzes information, voluntary deductions and other miscellaneous deductions. Maintains employee payroll records, in accordance with policies and in compliance with state and federal regulations. Responds to requests from administration, managers, employees, IRS and other outside agencies in compliance with policies. Reconciles periodic, quarterly and yearly federal, state and unemployment taxes. Supervises daily activities of payroll staff.

RESPONSIBILITIES:

Participates in the interview and selection of payroll staff. Orients and trains staff, assigns work, evaluates performance and recommends disciplinary action as appropriate. Recommends changes to work processes to ensure optimum efficiency, accuracy and effectiveness of activities related to payroll processing. Ensures staff are kept up to do date on changes in pay practices (general, affiliate-specific or in accordance with collective bargaining agreements), payroll processing and changes in state and federal regulations. Ensures staff are properly trained in the time entry system.

Reconciles and transmits quarterly and yearly tax filings with payroll and tax services vendors. Coordinates with Brown University Health's tax manager on various issues such as company tax rate changes, amendments, reconciliation and balancing questions. Leads payroll's year end w2 balancing and transmission process with payroll and tax services vendors. The payroll manager is responsible for ensuring all files are in balance and processed in a timely manner to avoid interest and penalties with state and federal agencies.

Coordinates the preparation and distribution of Brown University Health payroll:- Supervises the coding, input into time entry system, and audit of all hours reported by department managers and administrators for payment of wages to employees- Supervises changes to voluntary payroll deductions, direct deposits, and tax deductions as requested by employees- Ensures that all hours are paid in conformance with established policies and Federal and State payroll regulations- Complies with federal, state, and local legal requirements by studying existing and new legislation; enforcing adherence to requirements; advising management on needed actions.- Maintains payroll guidelines by writing and updating policies and procedures.- Identifies and reports significant discrepancies to the Payroll Director- Follows up timesheet errors with reporting manager- Reviews exception and audit reports to verify accurate input of payroll data- Maintains payroll information by designing systems; directing the collection, calculation, and entering of data.

In accordance with established policies and procedures:- Ensures confidentiality of all payroll information- Coordinates the distribution of paychecks, and payroll reports in a timely manner- Ensures time and attendance system security, operator classes and team structure is maintained appropriately- Responds to employees' and managers' questions, concerns and problems regarding payroll and benefit accrual calculations- Ensures staff has the appropriate tools and training to respond to authorized requests for confidential information from TDI, Unemployment, housing agencies, banking institutions and other outside agencies- Reviews and approves all exceptions to established processes and policies.

Coordinates the timely process for issuing termination payments, retroactive pay increases, tuition reimbursements, prior period adjustments and special pay vouchers. Ensure all payments are made in accordance with policy.

Performs audits of timekeeping policy to submitted information by users to ensure compliance. Reports finding to Payroll Director as needed.

As needed or requested, provides for on-site presence to various affiliate locations to provide training in payroll procedures and on-line time entry system, resolve payroll-related issues and the like.

Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.

Participates in or leads various quality teams as appropriate.

MINIMUM QUALIFICATIONS:

BASIC KNOWLEDGE:

Level of knowledge generally obtained through completion of an Bachelor's Degree in Accounting, Finance or equivalent related experience.

American Payroll Association Certified Payroll Professional (CPP) designation preferred.

EXPERIENCE:

At least five years of payroll experience in a complex, multi-employer, multi-state environment with specialized knowledge of federal and state reporting requirements. Experience with ADP Enterprise Payroll, ADP Smart Compliance , Workday Payroll, and UKG, preferred.

Demonstrated effective leadership/supervisory skills necessary.

WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS:

Work is performed in a typical office environment requiring extended periods of sitting, standing and walking.

INDEPENDENT ACTION:

Functions independently within department policies and practices. Refers specific complex problems to department director when clarification of departmental policies and procedures are required.

SUPERVISORY RESPONSIBILITY:

Responsible for the direct supervision of up to 15 payroll staff.

Pay Range:

$100,027.20-$165,048.00
