The Salvation Army Mission Statement:

BASIC PURPOSE

This position is designated as a ministerial role integral to the religious mission of The Salvation Army and therefore requires adherence to the organization's doctrinal standards and participation in religious leadership functions. The purpose of the Ministry Leader is to lead the Oakland Chinatown Corps and Community Center, provide relevant and meaningful programs and activities for children, youth and adults. This position will reflect a significant emphasis on program and relational ministry, including the strategic oversight of community outreach, social service initiatives, and church leadership-including preaching and teaching according to The Salvation Army doctrine.

SPECIAL CONDITIONS OF EMPLOYMENT

Soldiership Requirement: The selected candidate must complete The Salvation Army Senior Soldier preparation course within one (1) month of hire and be enrolled as a Senior Soldier upon completion.



    Career Path & Advancement: Mentoring will commence immediately upon hire. Following enrollment as a Senior Soldier, the candidate will undergo a one-year performance evaluation period. Upon successful completion of this one-year period and obtaining all required approvals, the title will be advanced to Envoy Officer in accordance with organizational requirements.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Corps Ministries & Programs



    1. Provide spiritual guidance and care for the welfare of corps soldiers, adherents and attendees.
    2. Lead and provide teaching for weekly church services, bible studies, and discipleship programs; ensure alignment with Salvation Army doctrines.
    3. Oversee and provide leadership for Education Center programs (including music, youth, and community initiatives); collaborate with staff and volunteers to ensure effective program delivery and implementation.
    4. Provide pastoral care and evangelistic visitation to corps and community members.
    5. Coordinate Corps Council and other leadership teams in accordance with the guidelines of The Salvation Army
    6. Coordinate registration and transportation for camps, conferences and other special events
    7. Coordinate regular family outreach and engagement activities
    8. Coordinate transportation to and from weekly Corps programs, as needed
    9. Coordinate summer ministries including but not limited to Vacation Bible School, day camp and summer camp
    10. Oversee Corps program and ministry development
    11. Record and report all program statistics
    12. Liaise between social services and Corps ministries


    Community & Social Services



    1. Provide leadership for Advisory Council in accordance with the guidelines of The Salvation Army
    2. Represent the Salvation Army at community events including service clubs, school functions, and ministerial associations. Network with community organizations and community development groups
    3. Develop and implement community programs within the Corps programs (i.e. community center programs, social services programs, etc.)
    4. Oversee Social Services program and outreach to ensure compliance and best practices
    5. Oversight and implementation of Christmas and other seasonal programs and fundraising
    6. Serve as representative on the Alameda County Advisory Board
    7. Serve as Emergency Disaster Service (EDS) coordinator for local emergencies & disasters, in collaboration and with guidance with Divisional and Territorial EDS Directors.


    Business & Administration



    1. Process all accounts receivable, accounts payable, and banking in accordance with policies
    2. Develop and track annual operating budget
    3. Supervise and manage employee recruitment, interviewing, onboarding, placement and supervision
    4. Provide oversight and implementation of daily operations for all entities of the unit
    5. Manage and maintain all Salvation Army systems to ensure compliance and accuracy of data
    6. Attend and engage in assigned training courses including Officers' Councils
    7. Manage volunteer recruitment, registration, onboarding, placement and supervision
    8. Oversee Corps facilities and quarters to ensure upkeep and compliance with government regulations and internal policies
    9. Ensure cleanliness and readiness of all facilities
    10. Responsible for the overall safety and risk management compliance
    11. Work closely with Alameda County Coordinator on local and organizational events and mission-focused goals, and administration
    12. Other duties as assigned by the Divisional Commander


    KNOWLEDGE, SKILLS, ABILITIES AND OTHER QUALIFICATIONS REQUIREMENTS
    Due to the congregation and community demographic served, fluency in Mandarin is required to perform essential ministerial and community leadership duties.




      1. Demonstrate fluency in speaking, listening, reading, and writing in both English and Mandarin Chinese (required); effective communication skills in Cantonese Chinese (preferred)
      2. Minimum of ten (10) years of ministry leadership experience within Chinese context
      3. Experience and familiarity with The Salvation Army and its programs is preferred
      4. Demonstrate knowledge of The Salvation Army beliefs and practices and be in agreement and live in accordance with The Salvation Army and Biblical standards
      5. Must possess a high degree of confidentiality
      6. Must possess a high degree organizational and time management skills
      7. Computer literacy in Microsoft Office applications Word, Excel, PowerPoint and Outlook
      8. Excellent communication skills, both written and verbal both in English and Mandarin Chinese
      9. Excellent and professional telephone etiquette and presence
      10. Strong ability to utilize a high level of time management and handling multiple tasks
      11. Demonstrate competency in providing social services
      12. Demonstrate experience in program planning and management
      13. Demonstrate ability to develop and maintain effective & professional relationships with employees, volunteers and community partners


      CERTIFICATES, LICENSES, REGISTRATIONS



      1. Master of Divinity or master's degree in theology or related field
      2. Must possess a valid California Class C Driver License, and ability to drive a Salvation Army vehicle
      3. Must be 21 years or older
      4. Complete The Salvation Army vehicle course training


      PHYSICAL REQUIREMENTS:



      1. Ability to sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or sometimes continuous basis
      2. Ability to grasp, push, and/or pull objects
      3. Ability to reach overhead
      4. Ability to operate telephone
      5. Ability to lift up to 25-40 lbs, occasional lift and/or move up to 75 pounds
      6. Ability to operate a computer
      7. Ability to process written, visual, and/or verbal information
      8. Ability to operate basic office equipment and tools PC, Fax Machine, Telephone, Calculator, Copier, Printer.
