Job Summary

Serves as the Human Resources Manager for the Department of Orthopaedic Surgery, providing strategic and operational leadership across academic and staff personnel functions in a complex, unionized clinical and research environment. Advises department leadership, including Department Chair, CAO, Vice Chairs, and Section Chiefs, on workforce planning, employee and labor relations, performance management, organizational development, and compliance with University of California policies and collective bargaining agreements.

Oversees comprehensive HR operations supporting faculty, academic appointees, and staff, including recruitment, compensation planning, appointment and advancement processes, leave administration, policy development, and organizational culture initiatives. Interprets and applies university policy and employment law in high-stakes situations, identifies risk, recommends solutions, and leads implementation of process improvements to strengthen accountability, transparency, and departmental effectiveness.

Functions as a strategic partner to department leadership during periods of growth, restructuring, and operational change. Provides supervision and direction to HR staff, sets priorities, develops workflow structures, and ensures stewardship of human capital resources in alignment with departmental and campus goals.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $101,3000 - $216,700 (Annual Rate).

Department Description

The Department of Orthopedic Surgery is responsible for the department's academic, teaching, patient care professional services and research activities under the UCSF School of Medicine. The department has over 400 academic and staff personnel at multiple sites (UC, Mt. Zion, MB, SFGH, and VAMC).

Required Qualifications


  • Bachelor's degree in related area and / or equivalent experience / training
  • Minimum of 5 years of directly related experience
  • Working knowledge of personnel policies and applicable laws and regulations
  • Has working knowledge of the university's HR information systems
  • Communicates effectively with a diversity of communication styles
  • Makes decisions regarding work assignments and scheduling of subordinates
  • Maintains an understanding of the unit goals and how this position supports those goals
  • Demonstrated ability to handle difficult or volatile situations / individuals effectively
