Overview

Nakupuna Consulting is seeking a Commander's Action Group Analyst to support NAVSEA 04 (Industrial Operations) strategic planning products. This individual will provide direct support to NAVSEA 04's mission of getting ships to sea and keeping them ready.



Responsibilities

The following reflects management's definition of essential functions for this position. The CAG Analyst-Action Officer works closely with the Chief of Staff to support the execution of organizational objectives by performing critical administrative, analytical, and operational tasks. Management may assign additional duties and responsibilities to this job at any time due to reasonable accommodation or other reasons.

    Support the Program Manager and NAVSEA 04
  • Assist in developing long-term goals in support of SEA 04's strategic communications plan, charter, and management objectives. Draft regular execution plans in support of the SEA 04 communication plan. Provide briefings, presentation materials, analytical reports, concept papers, and critical issue papers for both internal and external use
  • Support strategic communications planning and message development. Prepare metrics to measure effectiveness of communications plan initiatives. Draft communications policy guidelines, processes, and standard procedures in accordance with SEA 04 technical oversight and direction
  • Align communications plan with core themes from the Secretary of the Navy and Chief of Naval Operations consistent with CHINFO and NAVSEA guidance
  • Focus the communications plan to inform, educate, and build support and consensus among key internal and external SEA 04 stakeholders
  • Assist with managing SEA 04 strategic and organizational planning and execution process. Assess SEA 04 plans and policies to ensure consistency with strategic objectives
  • Coordinate with SEA 04 leadership in recommending and establishing strategic goals and objectives. Monitor execution of tactical goals in support of strategic objectives
  • Develop training material and provide training for career and leadership development. Content shall include but is not limited to purpose, advocacy, collaboration, influence, negotiation, growth, innovation, strategy, and agility
  • Writing, editing, and formatting Fitness Reports (FITREPs) and military and civilian awards, including creating, revising, routing, and delivering content
  • Reviewing, formatting, and routing correspondence for signature and ensuring compliance with established guidelines
  • Managing and updating sharepoint and tracking systems for action items and correspondence
  • Coordinating audio/visual and Video Teleconferencing (VTC) support for classified and unclassified meetings
  • Acting as a liaison between departments, ensuring deadlines are met and projects progress efficiently
  • Conducting research, analyzing data, and providing policy or operational recommendations to support decision-making
  • Maintaining accurate records, document management systems, and providing timely updates to stakeholders


Qualifications

Skills/Qualifications: The ideal candidate possesses expertise and experience in NAVSEA, specifically program/project management supporting NAVSEA program offices. The ideal candidate will be familiar with and have experience with the following technical knowledge, skills, and abilities:

  • Demonstrated knowledge of DoD program management, technical, or business management.
  • Experience communicating/drafting/coordinating/presenting papers, and briefings, at the Flag Officer/SES level is required along with supervisory experience.
  • Familiarity with military correspondence, Privacy Act, Freedom of Information Act (FOIA), and Fitness Reports (FITREPs).
  • Strong organizational, communication, and planning skills, with the ability to multi-task and prioritize effectively.
  • Proficiency in Microsoft Office Suite of tools, Share point, ETMS2/TMT.
  • Ability to work both independently and collaboratively in a team environment.
  • Demonstrated problem-solving abilities, with experience analyzing complex data and making sound decisions.

Education and Experience: The following are desirable levels of experience:

  • Bachelor's degree in any technical or managerial discipline required; Master's degree preferred.
  • Strategic planning experience in DoD preferred.
  • A minimum of ten (10) years of professional experience in program management, or business management.
  • Minimum of ten (10) years of experience in Navy is preferred.

Clearance Requirements: Must be a U.S. Citizen with the ability to obtain a government-issued CAC and possess a Secret clearance.

This position requires a minimum of 4 days a week on site at the Washington Navy Yard.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $125,000.00 to $140,000.00 (annualized USD). The good faith salary range displayed represents the position at time of posting and is just one component of Nakupuna Companies total compensation package for employees
