Job Description
Position Purpose

Provides leadership and guidance to Import/Export Control Section. Acts as Subject Matter Expert (SME) and technical assistant to the Office of Center Export Administrator for all import/export and trade compliance matters pertaining to GSFC. Provides guidance to GSFC functional personnel that ensure compliance with all applicable laws, regulations and policies of U.S. Government Agencies and NASA.

Duties and Responsibilities

* Assist the NASA Goddard Space Flight Center (GSFC) Center Export Administrator and Assistant Center Export Administrator in all aspects of export and import compliance matters as described below.

* Concentrate your efforts on high visibility situations and issues that resolve problems for GSFC and to its customers.

* Conduct risk assessment of GSFC facilities (cleanrooms, laboratories, inventory, and integration/testing areas), IT system infrastructures and public tour areas against export control in prevention of violations.

* Provide import/export direction, guidance, Q&A sessions, and training to NASA Headquarters, GSFC Programs, Projects, and Divisions, and across functional departments/personnel to ensure their understanding of all U.S. export/import regulations and the applicability to their mission/operation.

* Responsible for developing, implementation and maintenance of GSFC policies, procedures, and SharePoint Database that direct and support the center export and import activities.

* Provide assistance to NASA Headquarters in the development, implementation and maintenance of the NASA Operations Manual that direct and support export and import initiatives across the agency.

* Provide guidance to the NASA Headquarters, NASA GSFC Procurement Policy Division and NASA contractors regarding eligibility for duty free entitlement, Free Trade Agreements, and domestic/foreign customs issues.

* Work diplomatically with NASA Headquarters Export Administrator, Headquarters Legal Counsel, and the appropriate U.S. Government regulators in presenting certain GSFC international activities that may not be subject to U.S. export control or are regulated but may be exempt from the regulatory licensing requirements. Gather and provide regulatory facts in support of the case.

* Participate proactively and cooperatively in meetings across NASA Programs/Projects and functional department/personnel in determining proper jurisdiction/classification of their spacecraft/satellite, instruments, civil and military aircraft, technical data, software, and related defense services. Provide understanding of the regulatory requirements, restrictions and securing of commodities from unauthorized access.

* As delegated by the Center Export Administrator (CEA) or Assistant Center Export Administrator (ACEA), review Freedom of Information Act (FOIA) request and provide comments to the CEA or ACEA in areas concerning export control and areas that may not be in the best interest of NASA and/or U.S. National Security for public release.

* As delegated by the CEA or ACEA, participate in the interagency review concerning Committee of Foreign Investment in the U.S. (CFIUS) and provide comments in areas concerning export control and areas that may be harmful to NASA technology as well as U.S. National Security.

* As delegated by the CEA or ACEA, review NASA agreements, Solicitations, RFP, and Contract Purchase Requisitions and provide comments in areas concerning import and export control restrictions and requirements.

* As delegated by NASA Headquarters, participate in the interagency review of industry import/export license application, Technical Assistance Agreements and General Correspondence submissions, and provide comments based on whether it appears appropriate and relative to GSFC programs/missions.

* Supports export/import compliance activities through self-assessments, internal and external audits.

* Supports investigations and export/import related compliance matters and work cooperatively with NASA Headquarters, Protective Services, Counterintelligence, and the NASA OIG Criminal Investigation Office.

* Prepares reports, presentations and metrics associated with export/import transactions and activities.

* Stays abreast of new, amendment, and proposed regulatory changes to determine impact to GSFC missions and operation.

* Provides assistance and guidance on import/export regulatory matters to NASA international partners, such as the Japanese Aerospace Exploration Agency (JAXA) and the European Space Agency (ESA), as requested by NASA Program/Project Chiefs and Directorates due to the negative impact to their mission/operation.

* Trains and assigns to staff analysts, the majority of the below mentioned task and duties and as part of mentorship. If required, cover for your staff when they're out.

* Reviews Scientific and Technical Information, software release and GSFC website content for export control to ensure appropriate dissemination of NASA information (i.e., public release or limited release).

* Reviews Foreign National Visit Requests to ensure all security and export control requirements are met and prevent unauthorized access to the center and its resources that could be detrimental to both NASA technology and U.S. National Security.

* Responsible for assessing and appropriately classifying NASA hardware, software, IT equipment and associated technical data, as well as determining appropriate import/export control authority prior to exporting, importing or hand carry of goods internationally under the provisions of Commerce Department, State Department, U.S. Foreign Trade Regulations, Bureau of Alcohol Tobacco, Firearms and Explosives and U.S. Customs.

* Determines qualification and authorize the use of appropriate ITAR license exemptions and EAR license exceptions in lieu of an export license. Monitor usage and validity of license exemption/exceptions in ensuring on-time and lawful return to GSFC.

* Responsible for ensuring on time and accurate filing of the Electronic Export Information in ACE (AES Submissions), as well as determining eligibility for an AES exemption.

* Provides assistance to the Assistant Center Export Administrator with maintaining and managing of U.S. Customs ACE Top Account

* Works cooperatively and proactively with Transportation Office in ensuring proper handling and documentation of all import and export transactions in accordance with the EAR, ITAR, Foreign Trade and U.S. Customs regulatory requirements.

* Maintains export/import files and records in accordance with U.S. Government export/import regulations and NASA policy.

* Conducts party screenings of shipment consignees, vendors/source of supplies and US/foreign nationals in ensuring GSFC activities does not involve restricted or prohibited entities contained in the U.S. government export denial, debarment, and blocked persons list. Work cooperatively with the NASA OIG Criminal Investigations Office on cases requiring further investigation.

Brief business units regarding license conditions and provisos. Record and track usage of import/export licenses in ensuring compliance with the license regulatory conditions and prevent violations.

* Analyzes and provides jurisdiction/classification information to the Property Disposal Office of items subject to disposal, offered for public sale, lease and loan to US and foreign government and organization (CONUS/OCONUS). mit import/export licenses (DSP-5, DSP-61, DSP-73, BIS 748, Technical Assistance Agreements) to NASA Headquarters for submission to the appropriate regulatory agency (State Department, Commerce Department).

* Drafts and submits General Correspondences, Advisory Opinions, Commodity Jurisdiction (CJ) Request and Commodity Classification Automated Tracking Systems (CCATS). Qualifications
Required Skills and Qualifications

* Licensed Customs Broker

* Minimum of ten years' experience with EAR, ITAR, OFAC, BATFE, Customs regulations, and Foreign Trade Regulations

* Bachelor's Degree required. Ability to manage multiple requirements and remain composed under pressure.

* Extensive knowledge and understanding of various U.S. regulations confined in the following Code of Federal Regulations; 14 CFR of Aeronautics and Space, 15 CFR of Commerce and Foreign Trade, 19 CFR of the U.S. Customs Regulations, 22 CFR of The International Traffic in Arms Regulations, 27 CFR of the Alcohol, Tobacco, Firearms and Explosives, 10 CFR of the Nuclear Regulatory Commission and 31 CFR of the Office of Foreign Assets Control.

* Experienced in determining jurisdiction and classification of technologies as well as analyzing qualifications for license exemptions and exceptions.

* Superior ability to grasp and articulate technical concepts both verbally and in writing.

* Demonstrated ability to participate in multi-functional teams working to solve complex export/import problems and drive issues to conclusions.

* Knowledge navigating and interpreting the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), Foreign Trade Regulations (FTR), Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE), and the US Customs Regulations

* Team player, self-starter, communications, and customer service skills

* Knowledge of Microsoft Office products (Outlook, Word, Excel, PowerPoint)

* Ability to lead and mentor.

* Ability to travel, if requested

Rate of Pay/Benefits

Salary Range: $125,000 to $135,000
