A Brief Overview

Reporting to the Senior Vice President-Development of Military Housing, the Director of Development serves as Project Developer and assistant to Senior Project Executive responsible for managing the development and sustainment activities of Military Public Private Venture (PPV) Projects and assisting the Senior Vice President-Development in oversight of the day-to-day ownership-level business functions of Military Housing Projects. This role works actively with the development team on all elements of effective project management including planning and coordination of resources to deliver quality results for the department.

What you will do



  • Performs contractual obligations of project Developer for Initial Development Period (IDP), and Project Recapitalization funded projects for the PPV entities.
  • Implements development plans and development oversight.
  • Manages multiple projects in multiple locations to completion within schedule and budgetary limitations.
  • Prepares near term development and capital project implementation plans and schedules and develops project proposals. Develops recapitalization plans with input and coordination of internal Asset Management and Property Management associates, as well as external partner stakeholders and lenders.
  • Oversees PPV Development and Construction Management activities, as directed by Senior Vice President-Development, which may include coordinating with VP Construction, on-site construction team and on-site Property Management team.
  • Obtains project approvals through partnership and coordination with Government Partners.
  • Reviews consultants' work product for compliance with various agreements and project requirements.
  • Develops preliminary project schedules. Performs or reviews cost analysis and approves design decisions. Coordinates plan reviews, cost analysis, and value engineering efforts. Issues request for qualification and contractor selections. Reviews bidding, scoping and buy out of development and construction costs. Reviews and processes construction contracts, scheduling, payments, request for information, submittals, and change orders.
  • Manages site and quality control inspections.
  • Ensures military housing program requirements and regulations are monitored regularly and are in full compliance with appropriate regulatory agreements and agencies. Coordinates with Asset Management, Operations, Construction, and Finance and Accounting, as appropriate.
  • Performs research and provides professional opinions for special projects for the HMC, as assigned.
  • Represents HMC at various stakeholder meetings, boards, and commission meetings, as assigned and when necessary.
  • This position requires driving for the Company using either 1) a Company vehicle, at any frequency from Rarely to Constantly; or, 2) a Personal or Rental vehicle to conduct Company business more than 50% of the time to perform work duties.


Qualifications



  • Bachelor's degree in real estate, Finance, Economics, Engineering, Construction, or equivalent required.
  • Master's degree a plus with experience in Real Estate, Finance, or Business Administration preferred.
  • Five to seven years of experience in Real Estate Asset Management, Development Management, or Project Management.
  • Experience developing and managing operational budgets and monthly draws required.
  • Strong analytical and problem solving skills. Ability to define problems and organize efficient solutions, analyze data, and draw valid conclusions.
  • Strong computer skills and proficiency with MS Office applications.
  • Demonstrated ability to create support and buy-in from staff, vendors, management, stakeholders and other partners.

  • Required to possess and maintain a valid driver's license
  • Ability to travel up to 40% of the time.
  • Requires a self-motivated, independent worker who pays close attention to detail and who can prioritize in a fast-moving environment and anticipate business needs.
  • Self-starter with demonstrated project management and communication skills.
  • Excellent analytical skills, including financial and asset management skills.
  • Must demonstrate excellent written and verbal communication skills and interpersonal skills, particularly the ability to communicate effectively with all levels of management, stakeholders/lenders and government professionals.
  • Sound knowledge on industry trends and best practices.
