Responsibilities

Peraton is seeking an experienced IT Change Manager to lead, coordinate, and control changes across enterprise systems, processes, and services supporting the CIO Office / FAA BNATCS program. This role is responsible for owning the endtoend change enablement process, ensuring operational stability and seamless transitions with minimal service disruption.

The IT Change Manager drives effective change execution by performing comprehensive impact assessments, evaluating risk, developing detailed implementation schedules, orchestrating stakeholder communication, and validating changes postdeployment. This role ensures visibility into change risk, enforces procedural discipline, and partners closely with technical teams, program leadership, and the CIO organization to improve change throughput, reduce incidents caused by change, and strengthen overall service reliability.

As a key governance leader, the Change Manager continuously evolves the change process, implements metrics and reporting, and promotes a culture of methodical, wellmanaged change across the enterprise.

Key Responsibilities may include:

    Own and manage the IT change lifecycle from intake through closure, ensuring changes are properly assessed, approved, scheduled, executed, and validated
  • Coordinate change planning across infrastructure, applications, integrations, and security stakeholders to avoid conflict and reduce service disruption
  • Define clear scope, implementation steps, rollback plans, communications, and post-change verification criteria
  • Facilitate impact and risk assessments (technical, business, and security) and ensure appropriate controls are applied based on change type
  • Enforce governance requirements for approvals, documentation, and security/architecture checkpoints as applicable
  • Provide decision support to leaders by clearly communicating risk, tradeoffs, readiness, and alternatives
  • Ensure changes are handled with appropriate urgency while preserving auditability, and are closed with accurate records, outcomes, and lessons learned
  • Develop and execute change communications for planned maintenance, impact summaries, outages, and customer-facing updates
  • Maintain transparency with stakeholders on change schedules, risk posture, and expected impacts
  • Track and report change performance metrics


Qualifications

Required Qualifications

  • Minimum of 5+ years of experience with a bachelor's degree, 3+ with a master's degree, or a PhD in computer science, Information Systems, or related fields
  • Demonstrated experience coordinating IT changes in an enterprise environment
  • Strong understanding of ITIL-aligned change enablement concepts (Change types, risk assessment, CAB, change calendar management, and audit-ready documentation)
  • Experience using ITSM tooling to manage change records, approvals, and reporting
  • Ability to create and maintain change templates, runbooks, and standardized checklists for improved consistency
  • Proven ability to coordinate across multiple technical teams and stakeholders, resolve scheduling conflicts, and manage dependencies
  • Strong facilitation skills to lead CAB discussions, drive decisions, and document outcomes
  • Clear written and verbal communication skills for technical and non-technical audiences, including maintenance/outage communications
  • US Citizenship with the ability to obtain/maintain an FAA Public Trust
  • This is a 100% on-site position; Candidates must be local and willing to commute to our Chantilly/Herndon, VA or Bowie, MD locations.

Preferred Qualifications

  • Experience leading release trains and maintenance windows
  • Familiarity with service transition practices: readiness, cutovers, and stabilization
  • Experience coordinating changes with security requirements (patching, vulnerability remediation, security tooling rollouts)
  • Experience defining KPIs and using metrics to improve outcomes
  • Familiarity with Lean/Agile practices in IT (standard changes, automation, policy-as-code, change risk scoring)
  • Experience operating in audit-sensitive environments requires strong traceability and evidence
  • Familiarity with control frameworks where change evidence matters (e.g., SOX, NIST, ISO) as applicable
  • ITIL Foundation (or higher), ServiceNow Change Management training, PMP, or Agile certifications

Target Salary Range

$66,000 - $106,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
