Overview

LMI is seeking a Senior Joint Military Planner to provide subject matter expertise to the United States Space Force (USSF) Installation, Logistics, and Product Support Directorate, Space Systems Command (SSC/S4L), located at Peterson Space Force Base, Colorado, and the United States Transportation Command (USTRANSCOM) Strategic Plans, Policy and Logistics Directorate (TCJ5/4), located at Scott Air Force Base, Illinois.

Responsibilities

The primary objective of this role is to support the integration of spacelift as a fully recognized fourth mode of cargo transportation within the Joint Deployment and Distribution Enterprise (JDDE). This role will work closely with a multidisciplinary team of subject matter experts to integrate spacelift point-to-point (P2P) delivery of cargo into USTRANSCOM's JDDE. In-depth knowledge and demonstrated experience with the Joint Planning Process is required for success. This position focuses on joint-level policy, doctrine, and planning integration, rather than day-to-day operational execution. The Senior Joint Military Planner will collaborate with joint, Service, and Combatant Command stakeholders to develop, assess, and implement policy and guidance that enables future spacelift-enabled logistics operations. This is an onsite position with an option to report at Scott AFB, Illinois, Cape Canaveral, Florida or Peterson Space Force Base, Colorado. Travel may be required at client discretion; occasional remote work may be considered. This position is contingent upon contract award.

Responsibilities may include:

    Space-Lift Integration: Support Joint Planning Groups (JPGs) in-person and virtually to integrate space-based point-to-point delivery into the JDDE
  • Multi-Command Coordination: Act as the primary planning conduit between USTRANSCOM J3/J5 and USSF SSC/S4L to synchronize requirements planning processes
  • Doctrine Advancement: Develop, review, and coordinate joint doctrine, policy, and service-level guidance in support of spacelift and space mobility initiatives
  • Operational Design: Apply Joint Planning Process (JPP) to frame complex P2P logistics problems, analyze mission requirements, operational concepts, and policy implications associated with spacelift-enabled cargo delivery
  • Gap Analysis: Conduct DOTMLPF-P analysis to identify capability gaps, risks, and opportunities related to spacelift integration
  • Planning Lifecycle: Develop, staff, and continuously refine Commander's Estimates, incorporating evolving guidance, assumptions, constraints, risks, and analytical results
  • Test and Evaluation: Design, develop, and execute DoD exercises, wargames, and tabletop events to evaluate spacelift concepts, policies, and operational constructs
  • Analysis and Recommendations: Provide qualitative and quantitative assessments leveraging advanced data analytic techniques, including modeling and simulation, to inform senior leader decision-making
  • Demonstrated ability to facilitate high-level meetings and planning sessions with multiple stakeholders, both in person and virtually
  • Strong written and verbal communication skills, with experience preparing error-free, senior-level correspondence, presentations, meeting minutes, and reports
  • Executive Support: Prepare senior-level briefings, decision papers, reports, and other written products in support of policy development and planning activities


Qualifications

MINIMUM QUALIFICATIONS

  • Master's degree in National Security, Logistics, Operations Research, or a related field with 3 years of DoD Joint Planning Process experience at the CCMD or Joint Staff level
  • Bachelor's degree in National Security, Logistics, Operations Research, or a related field with 8 years of DoD Joint Planning Process experience at the CCMD or Joint Staff level in lieu of Master's degree may be acceptable
  • Preference given to graduates of an Advanced Military Studies Program (e.g., SAMS, SAASS, or JAWS)
  • Demonstrated experience designing and executing DoD exercises, wargames, or tabletop events
  • Demonstrated understanding and experience with USSF organization, mission, and operational constructs
  • Demonstrated understanding and experience with USTRANSCOM and the JDDE mission, authorities, and responsibilities
  • Experience conducting qualitative and quantitative analysis, including the use of analytical and simulation models and generative artificial intelligence
  • Must be available for occasional travel
  • This position requires an active security clearance at the SECRET level. You must be a US citizen
