This posting intends to fill one (1) regular full-time position at either the Entry or Journey level. If you would like to be considered for the Journey level please also apply to the Material Planner Coordinator Journey (2804) posting. An eligibility list will be created for each level and may be used to fill future vacancies over the next two (2) years.

Purpose

Learns and assists in the day-to-day activities and operations of SMUD's material planning and coordination functions to ensure the timely and adequate supply of qualified materials and services in support of SMUD operations, and in accordance with SMUD guidelines and all applicable laws and regulations.

Nature and Scope

This classification is comprised of two levels: Level "E" is the entry-level where incumbents are provided formal training and/or certification for progression to the journey-level of the classification. The incumbent is promoted/progressed to the journey level "J" upon successful completion of all training and/or certification requirements for the classification. Incumbents hired at the entry-level are required to successfully progress to the journey-level within 18 to 60 months, depending on the length of the training and/or certification program. If an employee is unsuccessful with progressing to the journey-level they will return to last class held or separate from SMUD.








Duties and Responsibilities

  • Learns to perform material planning and coordination activities by learning to manage material master data including creation, updating, deletion of material master records (MMR); category management; criticality; usage status; bin assignment; and forecasting types.
  • Learn the functions of forecasting through demand planning and material replenishment planning (MRP), review and interpret reservation data; performs material usage analysis to manage/update material re-order points & safety stock.
  • Learn to create and process purchase orders & requisitions, learns to coordinate, create, and process return material authorizations (RMA), learns to coordinate invoicing and accounting updates between SMUD and vendors.
  • Learns to assign inventory cycle counts to SMUD materials teams and the inventory reconciliation process; learns to assess cycle count frequency for annual scheduling.
  • Learns to promote the Equal Business Opportunity Program (EBOP) by identifying sources; assists in communicating regulations and EBOP requirements; encourages and facilitates participation by potential suppliers; obtains and evaluates bids; validates certifications, learns to interpret SMUD material contracts to manage vendor relationships, learns to document vendor performance.
  • Assists in planning, reviewing and conducting work activities and researching required project information associated with department internal/external projects in accordance with established task objectives and schedules as outlined in the project plan/contract.
  • Learns to coordinate material issue and delivery to SMUD contractors; acts as the liaison between internal business partners/inspectors and the materials team.
  • Assists in the delivery of monthly meetings with SMUD's operational teams to foster open communication in support of SMUD's strategic direction.
  • Monitor key performance indicators of material lifecycle functions to manage and coordinate the disposition of materials.
  • Performs related duties as required.

Required Education

High school diploma or equivalent.

Required Experience Qualifications

Two or more (2+) years of progressively responsible relevant work experience in a complex supply chain environment, including experience in construction related material management.

Knowledge Of

Basic understanding of principles, practices and procedures related to contract administration; understanding of procedures and practices related to construction, experienced in inventory control and assessment, experienced in modern warehousing and work process design; basic understanding of material planning and coordination; proficient with computerized material management systems and applications; experience with procedures and practices for monitoring and managing projects; relevant automated systems; principles and practices of various analytical approaches; methods and techniques for report preparation and writing; interrelationships relevant external entities; methods and techniques for record keeping; modern office practices and procedures; English usage, spelling, grammar, and punctuation.

Skills To

Perform a variety of material planning and coordination activities; analyze situations, documents and data for conformance to established policy and procedures; prepare documents and reports; explain complex and/or controversial policies, regulations, procedures and/or activities internally/externally; analyze documents and data for conformance to established policy and procedures; apply applicable laws, codes and regulations; express ideas/facts clearly and concisely to individual or groups, taking into account the audience and nature of information; reconcile significant and/or controversial differences to bring interested parties to consensus; utilize a personal computer and/or computer terminal, systems and software relevant to the job; communicate effectively orally and in writing internally/externally; establish and maintain effective working relationships internally/externally.

Licenses or Certifications

Must possess and maintain a valid California Driver's License (CDL) and a satisfactory driving record (not more than two moving violations in the last two years)

Desirable Qualifications

  • Bachelor's degree from an accredited college or university with major course work in business administration, supply chain management, logistics, or a related field, OR five plus (5+) years of supply chain vendor management
  • Knowledge of forecasting and ordering
  • Proficiency with Microsoft Office applications, particularly Excel, Word, and Outlook
  • Experience with data analysis tools or inventory management software is a plus
  • Demonstrated analytical and problem-solving abilities; ability to interpret data and prepare basic reports.

On-site Work

This role will be an on-site role that will require being in person at one of SMUD's campuses daily to complete work tasks.
