Work /Schedule: Monday through Friday, 8:00 a.m. to 5:00 p.m

Job Description:

  • Under the supervision of the Harris County Public Health (HCPH) Grants Manager, the Grant Analyst IV is responsible for the development, coordination, expenditure tracking, billing, and submission of grant reporting to include preparing executive summaries, forecasts, budgets, budget narratives and project schedules.
  • This position will monitor the full financial life cycle of the American Rescue Plan Act (ARPA) funded projects under HCPH and present their analysis to program leadership.


Role & Responsibilities:

  • Assists program managers and directors from multiple ARPA projects, with the development of annual budgets, operational planning, monthly forecasts, and strategic plans in alignment with HCPH strategic priorities and strategies.
  • Maintains detailed ARPA project plans, timelines, and tracking tools to ensure financial milestones and reporting deadlines are met.
  • Provides timely, and accurate reports and performs budget-to-actual analysis to provide current budget variance explanations and to prevent underutilization or overspending
  • Supports the Harris County Office of County Administration with budget amendments and internal ad-hoc financial reporting as needed.
  • Oversees purchases throughout the various ARPA projects by tracking vendor payments and processing purchase order requisitions.
  • Assists Office of Financial Services management and key stakeholders in interpreting data, investigating opportunities, and gaining insights and providing process improvements
  • Maintains productive relationships with Harris County Auditors and Purchasing Offices to facilitate open dialogue regarding business opportunities, innovation, and fiscal accountability.


Knowledge, Skills and Abilities:

  • Proficient in MS Office Suite (Word, Excel, PowerPoint, Outlook)
  • Proficient with Financial Information Systems (PeopleSoft)
  • Excellent communication skills (verbal & written)
  • Ability to establish and maintain effective working relationships and foster teamwork in a diverse environment
  • Ability to maintain confidentiality when dealing with sensitive information
  • Ability to work well with public and staff members.


Required Education:

  • Bachelor's degree in Statistics, Economics, Business Administration or Finance or related field
  • Minimum 1 year Oracle/PeopleSoft experience
  • 5 years of grant, non-profit or government financial or accounting experience
  • Intermediate knowledge of Microsoft Office (primarily Excel, and PowerPoint)
